FIELD DEFINITION Officers in this Career Field apply scientific methods
and technical tradecraft across the full range of intelligence
requirements. They support and conduct technical collection including
collection planning, execution, exploitation, research and development,
processing, reporting, and the development of tradecraft, tactics,
techniques, and procedures. Officers conduct technical exploitation
including exploitation of organically and externally collected
materials, as well as exploitation of existing data for novel or
innovative uses and undiscovered signatures. Officers are expected to
have a broad understanding of the totality of the career field and a
deep expertise in their specialty. They are expected to collaborate
across the intelligence community on tradecraft and within the Science
and Technology (S&T) community of National Labs, Industry, and Academia
on technical collection and exploitation systems and methods. PLEASE

DIAs Summer Internship Program provides current students the opportunity
to gain practical work experience through research, report writing,
briefing development and delivery, policy writing, and intelligence
analysis. Interns are also exposed to the broader Intelligence Community
through field trips, information sessions, and panel discussions.
Interns are appointed for a 10-12-week period from June through August.
This Vacancy Announcement will be used to identify candidates to support
the Science & Technology Career Field only during Summer 2019. Separate
vacancy announcements are posted for other Career Fields that are
available for Summer 2019 internship opportunities. WHO CAN APPLY This
announcement is for external applicants (non-DIA employees) only.
Military and contractor personnel are eligible to apply if qualified for
the positions. Applicants selected for interviews will be invited to
attend the DIA Invitation-Only Hiring Event that will take place in June
2018 in Maryland. DIA officials will be on location to interview
applicants who possess the required and relevant Career Field skills and
background for employment at DIA. Applicants selected for interviews
will be contacted via email in May 2018 to schedule an interview.
Specific details on the location and date of the event will be provided
within the email invite. All applicants must be U.S. citizens at the
time of application. Applicants must meet the agencys conditions of
employment, to include, but not limited to, satisfactory completion of
an initial special background investigation and periodic
reinvestigation, completion of any required medical examination and
physical requirements, completion of any required personal interviews,
favorable completion of any required initial or aperiodic polygraph
examinations, completion of any required drug test, and completion of a
civilian mobility agreement no later than May 20, 2019. Interns will be
considered for full-time permanent employment at the conclusion of the
internship. However, permanent employment is not guaranteed and is
subject to the needs of the Agency and available vacancies. DIA is an
Agency with worldwide positions. Selected candidates must be willing to
relocate in support of mission requirements. Since this is a temporary
appointment, interns will not receive employee benefits. All selected
candidates are responsible for securing their own travel and
housing/lodging accommodations. CURRENT FEDERAL EMPLOYEES This position
is a Defense Civilian Intelligence Personnel System (DCIPS) position in
the Excepted Service under 10 U.S.C. 1601. Selectee(s) who are current
Federal employees will be appointed to the new position at the grade in
which they qualify for. Those at a higher grade than the advertised
position, will be asked to accept a voluntary change to the lower grade
if selected. All current and prior Federal employees must also submit a
copy of their SF-50, Notification of Personnel Action that documents
their appointment to or promotion to the highest grade held.
Consideration for future advancement opportunities will be through DIAs
established promotion processes, according to established timeframes,
advancement criteria and compensation parameters. POSITION SUMMARY
Officers in this Career Field apply scientific methods, engineering
skills, and technical tradecraft across the full range of intelligence
operations. Some of the functional areas that scientific research and
engineering are applied to include but are not limited to:
digital/video/linguistic forensics, special communications development,
space/terrestrial/maritime situational awareness, chemical and nuclear
detection and Life Sciences. Life Sciences include human DNA, latent
prints, microbiology, and biology. They globally support and conduct
technical collection and exploitation operations including collection
planning, execution, exploitation, processing, prototyping, reporting
and the development of tradecraft, tactics, techniques, and procedures.
Officers are expected to have a broad understanding of the totality of
the Career Field and a deep expertise in their specialty. They are
expected to collaborate across the intelligence community on tradecraft
and within the S&T community of National Labs, Industry, and Academia on
the design and engineering of technical collection and exploitation
systems and methods. Career Specialties in this field consist of the
following: - Research and Development - Technical Collection - Technical
Exploitation - Technical Operations Research and Development Career
Specialty: Interacts with customers to identify and mature technical
collection requirements based on identified intelligence gaps. Applies
innovative processes to investigate, prototype, and evaluate
technologies to close intelligence gaps across a full range of targets
from Advanced Weapons, to Underwater Maritime Operations and Space
Situation Awareness as well as Chemical, Biological and Nuclear threats
and Life Sciences. Leverages commercial and government technologies to
develop cost-effective and schedule driven solutions that enable
collections against key targets. Integrates new technology, equipment,
or software into operational or technical architectures and/or fuses
existing complementary technology to ensure that a system functions
effectively as a whole. Evaluates the functionality, effectiveness and
suitability of systems to identify and address shortcomings.
Collaborates with Technical Collection, Technical Exploitation and
Technical Operations personnel on development of specialized,
innovative, or novel systems to support the technical intelligence
mission. Technical Collection Career Specialty: Plans, prepares for, and
conducts technical collection operations against high-priority national
and theater intelligence requirements. Gains, maintains, and applies
specialized scientific and technical expertise in such fields as
acoustic, electro-optical, radar, chemical, nuclear, biological, life
sciences, space & counterspace activities to enable technical
collection. Develops collection concepts, conducts collection targeting,
and engages with partners to develop Concept of Operations (CONOPs) and
mission plans for executing technical collection operations.
Collaborates with technical exploitation personnel to generate
intelligence products. Collaborates with Research and Development (R&D),
Technical Exploitation, and Technical Operations personnel on
development of specialized, innovative, or novel technical collection
systems or methods. Technical Exploitation Career Specialty: Plans and
conducts deployed and reach back intelligence processing and
exploitation operations on a wide variety of collected material ranging
from digital media to DNA and fingerprints and disseminates results via
technical and intelligence reports. Conducts forensic analysis on
collected and historical technical data to support identity analysis,
activity attribution and signature development. Supports technical
exploitation-related innovation, integration & engineering. Technical
Operations Career Specialty: Conducts controlled technical operations
and applies specialized knowledge and expertise in technical collection
systems technologies. Uses systems engineering and project management
approaches to evaluate systemic efficiency. Collaborates with
laboratories on emerging technologies to identify methods of assessment
and evaluation. Evaluates existing technical equipment and methods to
identify creative solutions. Employs technical expertise and knowledge
in Counterintelligence (CI) and Human Intelligence (HUMINT) tradecraft
and uses specialized CI and HUMINT devices and systems in the field.
Manages specialized technical operational information systems. PROGRAM
REQUIREMENTS This program is open only to current students enrolled in
full-time undergraduate and graduate degree-seeking programs at
accredited institutions with a graduation date on/after May 2019 in the
following academic disciplines: Physics, Chemistry, General Engineering,
Nuclear Engineering, Electrical Engineering, Mechanical Engineering,
Aerospace Engineering, Computer Engineering, Bioengineering, Research
Psychology, Forensic Science, and Digital Forensics. Eligible applicants
must meet the following requirements: Possess a minimum cumulative grade
point average (GPA) of 3.0 on a 4.0 scale at the time of application,
and employment. Undergraduate students must complete 60 semester hours
or its equivalent at the time of employment. Graduate on/after May 2019.
Meet the Agencys conditions of employment. A final offer of employment
will not be extended until all conditions of employment have been

investigation, counterintelligence-scope polygraph examination,
psychological assessment and drug testing cannot be conducted if
candidates are residing outside the continental United States.
