  • Responsibilities

    The Manager, Resource Management performs a critical function for the Strategic Initiatives Organization by continuously assessing the personnel and skillsets required to effectively staff projects at the enterprise level. The Manager contributes to both the overall success of a project as well as team members through proper allocation of resources to projects.  The Manager will work closely with department leaders to analyze capacity, knowledge and skillset required on all projects, providing mitigation and maximization plans to alleviate over allocation.   The Manager is responsible for understanding overall project costs, throughput and personnel productivity.  This position is responsible for assisting Project Managers, department leaders, stakeholders and Executive Sponsors to fill gaps in the project process and ensure it is completed on time and on budget. 

    KEY FUNCTIONS/RESPONSIBILITIES: 

    • Develop and report on capacity needs, productivity, and overall project costs, and make recommendations or change processes to reduce time to market and increase overall throughput.
    • Determine the organizations demand for project support resources and ensures its capacity to meet staffing needs of projects
    • Assemble and coordinate project resources
    • Assist in hiring process for SIO department to fill critical roles
    • Manage resource budget in accordance with project projections
    • Implement and manage project change requests and subsequent implications
    • Monitor deviation from project baselines and recommend corrective and preventative actions
    • Prepare standard reporting packages on utilization, cost management, resource allocation and metrics to support staffing decisions and identify needs.
    • Escalate any issues with resource conflicts, project risks, project issues, to the appropriate management.
    • Produce cross organizational key milestone charts, demonstrating surges and letups in resource requirements.
    • Facilitate the definition of business needs and requirements
    • Monitor team satisfaction and provide feedback on team and individual performance
    • Other duties as assigned

     

    QUALIFICATIONS:_ _

    EDUCATION AND EXPERIENCE: 

    • Bachelor’s Degree or the equivalent combination of training and experience, plus 3-5 years related experience.
    • PMP Certification or 3 years of project management experience leading projects

     

    EDUCATION PREFERRED: 

    • MBA, MHA or Master’s in a related field
    • 3+ years working in a Healthcare, Health Plan or Care Delivery environment

  • Qualifications
    • Courtesy, tact, and diplomacy are essential elements of the job.
    • Work involves much personal contact with others inside and/or outside the organization, generally regarding routine matters for purposes of giving or obtaining information which may require some discussion.
    • Bilingual in Spanish or Hmong is a plus.
