Position Summary The Housing & Community Investment Analyst Internship is an ideal hands-on work opportunity for a new college graduate, or someone pursuing a graduate level degree, and is interested in learning more about affordable housing. As part of the Housing and Community Investment department team, the HCI Analyst is responsible for assisting with and completion of reviews, analysis, and reporting of projects funded through the Federal Home Loan Bank of Bostons special programs for affordable housing and community development to ensure compliance with federal regulations, program policies, and Bank procedures. This position reports to the Vice President/Deputy Director of Housing and Community Investment (HCI). This position will support the Affordable Housing Program (AHP) with responsibilities for assisting with the review and analysis of AHP initiative compliance monitoring reports, project monitoring review at project completion, and review, analysis, and recommendation of subsidy disbursement transactions. Other AHP duties may include: Prepare subsidy/funding disbursement requests for AHP portfolio projects, including review/analysis/process Prepare modifications (documenting changes to AHP projects, analyzing, recommending, and obtaining approvals) Review of award extension requests Assist with initiatives on the AHP Watch List, working with department management, coordinate the curing and resolution of deficiencies including monthly, quarterly, and semiannual Watch List reports, and others as needed. Review/monitor AHP portfolio projects with 3-ratings (pending Watch List) and 2-ratings (requiring site visits) Respond to member and developer requests and inquiries regarding portfolio projects Respond to external audit confirmations. Preparation and edit/change management of AHP Agreements for portfolio projects; responding to members/developers change requests Scanning/documentation management related to portfolio In addition, the analyst will be responsible for assisting with the Equity Builder Program and the primary review, analysis, and recommendation of EBP homebuyer qualification and household income calculations and subsidy disbursement transactions, including communications with the member financial institutions on issues and clarifications. During the annual AHP funding round, the incumbent may assist in the online application testing and other round preparation and during the round will assist in reviewing and analyzing AHP applications for recommendation for funding. He/she will also prepare individual application recommendation reports and assist department management in the analysis and reporting of the AHP annual funding round recommendations for senior management and the Board. The position may also assist with other program reporting, such as to the Board, management, or the department. Assist with testing of department applications/systems. This position may be cross-trained to support additional positions and processes within the department. The incumbent will be assigned other duties as needed. Qualifications Experience Two to three years work experience is preferred, but not required. Training in or knowledge of national, state, and local affordable housing and community development programs, agencies, and organizations, or affordable housing development, or homeownership programs, or financial services/banking/accounting is plus. Experience reviewing financial statements, construction budgets/operating proformas, rent rolls, or household incomes is a plus. Ability to read and interpret legal documents is a plus. Education Bachelors degree required, preferably in a related field. Completion of or progress towards a masters degree is a plus. Knowledge/Skills Strong interpersonal skills are required, including the ability to work well on team-based projects and the ability to work independently. Strong time-management and organizational skills are required. Strong problem-solving/analytical skills and excellent attention to detail are required. Proficiency in effective written and oral communication is required. High degree of customer service to ensure a positive member experience. Diligence in adherence to policies, while seeking process improvements. Strong computer proficiency is required, including Microsoft Excel and Word. Knowledge of IBM Notes databases is a plus.
