    SUMMARY

    This position is primarily responsible for the performance of duties in response to compliance requirements regarding the USA PATRIOT Act, Bank Secrecy Act (BSA), Financial Crimes Enforcement Network (FinCEN), and Office of Foreign Assets Control (OFAC). Additionally, this position will work closely with the Compliance Manager regarding the administration of Georgia’s Own enterprise-wide compliance programs.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

    • Perform daily compliance review activities related to the credit union’s BSA compliance program, including the preparation of Currency Transaction Reports (CTRs), Suspicious Activity Reports (SARs) and review of OFAC and FinCEN 314(a) requests.
    • Maintain a working knowledge and maintenance of the credit union’s High-Risk Member (HRM) review process, including the ongoing identification and review of designated HRMs and reporting obligations to the BSA Officer.
    • Compile data needed to support and prepare all identified SAR’s with FinCEN in collaboration with Georgia’s Own designated BSA Officer.
    • Maintain a working knowledge of BSA, AML and OFAC laws, rules and regulations as well as the credit union’s internal Bank Secrecy Policy and other procedures and processes (relating to BSA, AML and OFAC) to ensure that Georgia’s Own complies with these laws, rules, regulations and internal policies, procedures and processes.
    • File all “Designation of Exempt Persons” forms for credit union members on coin and currency orders in collaboration with BSA Officer. Ensure all amendments and revocations are filed in a timely manner.
    • Maintain thorough working knowledge and operating procedures for the credit union’s BSA program and compliance software (Verafin), including any upgrades and ongoing system setup activities to monitor transaction detail throughout Georgia’s Own.
    • Work with the BSA Officer on conducting regular testing of the third party vendor OFAC software to ensure accuracy.
    • Monitor funds transfer requests and coin and currency transactions initiated by credit union members in accordance with the BSA and the credit union’s policies and procedures to identify suspicious activity.
    • Monitor consumer funds transfer requests to identify “structuring” and suspicious activity in accordance with the credit union’s policies and procedures and in collaboration with BSA Officer.
    • Compile listing of all large dollar share draft returns and monitor for suspicious activity, fraud and “structuring.”
    • Ensure regular scan of all new members through the OFAC system and report any suspected matches.
    • Ensure periodic scan of entire membership database through the OFAC system and report any suspected matches.
    • Maintain reports of all monitored activity in accordance with the credit union’s record retention policy.
    • Ensure the credit union is in compliance with applicable regulations, laws and internal policies.
    • Stay abreast of regulations, rules, laws, and other compliance issues relevant to the credit union industry.
    • Ensure all regulatory updates or changes are communicated timely to the appropriate areas of credit union operations.
    • Review marketing materials and credit union official correspondence to ensure compliance with applicable rules and regulations.
    • Review deposit and loan disclosures to ensure compliance with guidance, best practices, regulatory and legal requirements.
    • Coordinate and oversee the credit union’s internal compliance assessment program and perform assessments as needed.
    • Assist the credit union in maintaining a strong employee satisfaction rating.
    • Serve as an additional point of contact, along with the BSA Officer and Compliance Manager for inquiries and/or investigations from Internal Audit, regulatory examiners and law enforcement.
    • Serve as an educational resource for employee training purposes.
    • Provide guidance as necessary to other BSA department employees.

     

    Required Skills

    The position requires the individual to have strong aptitude in researching and identifying transaction patterns that are out of the ordinary and require additional due diligence. Working knowledge of the Verafin BSA/AML application is highly preferred. Additionally, excellent time management, presentation skills, along with the ability to handle multiple tasks simultaneously are required.

    The position requires a strict adherence to regulatory time frames and meeting those deadlines with little supervision. Due to the nature of the position, a high level of confidentiality is critical.

    The position requires proficiency with Microsoft Word, Excel and PowerPoint. Additionally, the position requires effective written and verbal communication skills, positive attitude and team first mentality.

     

     

     

    Required Experience

    EDUCATION AND/OR EXPERIENCE INCLUDING CERTIFICATES, LICENSES AND REGISTRATIONS.

    A Bachelor’s degree in Finance, Accounting or Business Administration is desired; or the equivalent combination of education and experience. A minimum of three years’ experience in BSA and general compliance is preferred.

    Professional certifications desired for the position include one or more of the following (or other certifications and/or licenses related to business activities of the credit union):

    • BSACS – Bank Secrecy Act Compliance Specialist (or equivalent)
    • CUCE – Credit Union Compliance Expert
    • NCCO – NAFCU Certified Compliance Officer

    If the individual does not hold any of the professional certifications listed above, he/she must be willing to pursue one or more of these certifications.  In addition, this position requires the individual to complete ongoing training to ensure proficiencies regarding BSA, OFAC and USA PATRIOT Act compliance standards are met or exceeded.

     

    PHYSICAL REQUIREMENTS: To perform this job successfully, the employee must be able to perform each essential job duty satisfactorily. All employees must be able to communicate face to face or through technology with or without reasonable accommodation.  Employee will be in an office environment (well-lighted, heated and air-conditioned) typically stationed at a desk or table.  Employee will be asked to sit and stand for various increments of time, and to lift/push up 10 lbs.  Clerical office duties on various forms of technology are required.   Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

     

    SAFE ACT Disclosure
