    Job description

    The Americas NFR Lead for Data and Regulatory Reporting (DaRR) will be acountable for the leadership, management and delivery of the global operations risk strategy & culture for their Operations business line within the Americas. The role holder will be responsible for implementing strong risk management processes and frameworks, proactively supporting the Operations business line within risk appetite across all in scope activities. The business line supported will cover a diverse group of functions which include the Collateral, Trade & Transaction Reporting, Off-Market Rate Check (OMRC), Instrument and Pricing, Tax Operations and the Regulatory Response and Oversight teams.

    The role holder will lead their region delivering exceptional overall governance, mobilisation and management of a robust and effective control framework primarily across the US with touchpoints to Canada and the Latin America sites. Working within the governance framework the role holder must support their business line and region to provide clear sight of emerging risks and incident trends across their function, resulting in proactive and timely responses. Partnering closely with their business line and region, they will drive the delivery of the MSS Operations strategy for risk reduction.

    The role holder will work closely with US Operations Management for Markets and Securities Services (MSS) and colleagues in the broader MSS NFR team to maintain a forward looking function and will help support their business line across various risk governance forums.

    The role holder will need to be deeply connected with the teams, understanding the challenges across the Operations function and will strongly lead improvements to the global process environment in an ambitious and agile manner, ensuring progression to a more standard, sustainable and optimized way of delivering operational processes. They will strengthen controls and HSBC’s ability to achieve cost efficiencies in line with market, client demand and service expectations. In particular, the role holder will lead the controls review for key strategic change programmes within their remit, ensuring that optimum control design is achieved and transformation risk is minimised.

    The role holder will proactively enage with the 2LoD and 3LoD teams, acting as the key interface to MSS Operations, and supporting Operations management in settting strategy and direction for remediation of high risk findings to ensure similar risk issues are proactively mitigated across MSS Operations.

    The ability to influence senior stakeholders and challenge processes and polices within their business line is critical for this role, along with solid leadership skills to support and enchance the speak up culture.

    The successful role holder will be expected to work with colleagues across the NFR teams [Front Office, PC, Risk, IT] to drive consistent risk management across the whole of MSS

    Principal Accountabilities:

    Leadership

    • Lead the strategy and execution of all risk management activities across the Americas DaRR business line

    • Principal point of contact across Risk & Control for the DaRR Operations management within the Americas

    • Provide commercially based monitoring of risks, services and processes against agreed group/functional standards and external requirements.

    • Contribute to and communicate a powerful and compelling vision that inspires and engages people with the HSBC Values and goals as the basis of an inclusive, high performance, control focussed culture

    • Ensure MSS Operations meet the strategic focus around risk management.

    • Ability to proactively influence and challenge Operations management stakeholders on operational control design and effectiveness.

    • Drive and encourage constructive cross-country and cross-business teamwork by demonstrating collaboration and matrix management in action and taking prompt action to address any activities and behaviours that are not consistent with HSBC's diversity policy and/or the best interests of the business and its customers.

    Strategy & Transform

    • Provide constructive challenge to existing practices/proposed initiatives and generate new and innovative solutions to address complex risk issues facing MSS Operations

    • Identify and execute on opportunities to drive efficiency, resulting in risk reduction and sustainable saves/achievement of cost targets

    • Support a focus and culture on creating continuous process improvement (CPI) and sustainable change

    Operational Effectiveness & Control

    • Establish and maintain a robust and efficient control environment across MSS Operations Americas to ensure sound operational, financial and project management and compliance with HSBC policy and procedures, together with early identification and effective resolution of issues that arise

    • Drive and lead the definition and embedding of MSS Operations policy and governance frameworks across Operations to ensure quality, effective risk management and regulatory compliance

    • Ensure a robust MSS Operations risk management framework is maintained

    • Attend/Lead MSS Operations Governance and attend/support MSS Risk & Control committees/forums and ensure that the agenda effectively covers key MSS Operations risks and issues

    • Regularly review risk management priorities, activities, structure and resources, optimally aligning to business needs and risk appetite

    • Implement supporting strategies, policies and procedures to ensure that operational (and other) risks are managed closely and effectively, in a commercially sensitive and practical manner

    • Drive to ensure that the business inherent risk profile and any related issues/impacts are understood by the business and the appropriate actions (and/or risk acceptance) have been put in place to manage residual risk within appetite

    • Ensure all internal and external audit requirements are understood and delivered on a timely basis

    Customer / Stakeholders

    • Champion the importance of a positive HSBC customer experience. Measure this recognising the importance of MSS Operations' contribution to the commercial and franchise opportunities

    • Deliver fair outcomes for our customers and ensure own conduct maintains the orderly and transparent operation of financial markets

    • Internally work seamlessly and collaboratively representing MSS Operations interests with senior members from businesses and functions in appropriate forums and ongoing communications

    • Support MSS Operations and senior management in ensuring the appropriate risk and control structure is in place and that risks that have been highlighted are proactively managed appropriately.

    • Ensure excellent communication across MSS, GBM, and other group functions

    • To respectfully challenge the risk profile with peers across GBM and relevant Global Functions, maintaining a balance between risk reward/commercial benefit.

    Role Context

    • As part of the MSS transformation programme, two operational areas of Markets Operations and Securities Services (SSV) Operations (approx. 3000 and 6000 FTE respectively) are being combined. This will result in the creation of a newly designed organisational structure globally, better aligned to the needs of the MSS business which partners with DBS to deliver a bank wide Operations digital transformation strategy. The business will have a large global footprint with significant off-shore presence.

    • Whilst the initial transformation has already begun the global operating model needs to be driven to identify areas for further synergies/integration where fundamental processes are similar and look for longer term potential for adoption of shared strategic technology platforms to serve the combined business.

    • The formation of the new area has the highest level of business and group support and will require close working relationships with various stakeholders across MSS and DBS to achieve success.

    Management of Risk

    • All activities to be undertaken in accordance with the Operational Risk Management Framework (ORMF).

    • The jobholder will continually reassess the operational risks associated with the MSS businesses, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology. This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring and addressing any areas of concern with the appropriate persons and/or department in line with risk appetite.

    Observation of Internal Controls

    • The role holder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures

Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of HSBC's Financial Crime Risk Appetite

    For this role, HSBC targets a fixed pay range between $116,800 and $175,200.

    The final fixed pay offer will depend on the candidate and a number of variables, including but not limited to, role responsibilities, skill set, depth of experience and education, licensing/certification requirements, internal relativity, and specific work location.

    Knowledge

    • Deep understanding of HSBC Group structures, values, behaviors, processes and objectives

    • Strong intimate knowledge of HSBC’s various Global businesses and functions

    • Good working knowledge of Operations functional area and varying degrees of appreciation for risk management strategies, capabilities, and governance. Knowledge specific to Collateral and/or Regulatory Reporting is a plus.

    • Strong knowledge of the external environment - regulatory, political, competitors, innovation etc.
