    Job Description

Hi, we're Oscar. We're hiring a Account Manager to join our Market Implementation and Operations team in California and support our State-Based Exchange relationships

Oscar is a technology-driven, consumer-focused health insurance startup founded in 2012 and headquartered in New York City. Our goal is to make health insurance simple, transparent, and human. We need your help to do so.

    ABOUT THE ROLE:

Oscar is looking for a Senior Analyst to help lead operations and build strong relationships with regulators and technical staff at state-based insurance exchanges (NYSOH, Pennie, GCNJ, C4HCO, CovCA), and with internal stakeholders at Oscar. You will bridge the gap between regulators and operations to ensure regulatory changes and operational adjustments are synthesized, implemented, and monitored across a variety of internal teams. You will work cross-functionally with Insurance Operations, Finance, Sales, Government Affairs, Product, and Engineering to guarantee proper implementation and operation of dynamic business requirements.

You will report to the State-Based Exchange Manager of Market Implementation and Operations.

    RESPONSIBILITIES:

    • Play a very active role in account management for CoveredCalifornia, attend meetings, share key takeaways, and help ensure that our contractual obligations are met across Oscar.
    • Support account management and operations of all Oscar's other state-based exchange technical and operational relationships (NYSOH, Pennie, GCNJ, and C4HCO).
    • Represent Oscar on state-based exchange calls and occasionally at in-person meetings in Los Angeles or Sacramento.
    • Develop an understanding of the product, platform domains, architecture, integrations, stakeholders (including their roles and responsibilities), cross-project requirements, and timelines for all state-based exchange activities.
    • Assist in building a standard set of processes for teams to track cross-functional dependencies, deliverables, and product/feature launches.
    • Communicate with technology and business teams to track progress, surface deadlines for deliverables, understand risks, and facilitate conversations to mitigate these risks.
    • Share updates on progress and risks with impacted teams, Finance leadership, and counterparts at Oscar.
    • Identify and lead the team through execution hurdles, especially across teams and diverse work streams.
    • Run debriefs when deadlines are missed, share lessons learned, and collaborate with teams to get back on track.

    REQUIREMENTS:

    • 3+ years of professional experience in the insurance industry.
    • You have strong relationship management experience and can thrive under pressure.
    • You are able to grasp complex concepts, are curious by nature, and ask questions to quickly understand content areas.
    • You have strong project management experience and are comfortable with coordinating across multiple teams to build a centralized understanding of the overall status and keep teams on track.
    • You read between the lines, connect the dots, and quickly identify opportunities and risks.

    BONUS POINTS:

    • Consulting experience or professional experience in state-based exchange implementation / account management.
    • Experience improving and designing processes
