    Job Description

    PRIMARY OBJECTIVES:

    • Develops Human Resources’ (HR) operational & tactical plans around assigned objectives to support Travis Credit Union’s (TCU) strategic plan. Involved in the development of short term objectives to meet various TCU objectives.
    • Oversees HR operational effectiveness and ensures proper processes are in place that support the employee lifecycle including Talent Acquisition, Total Rewards, HRIS, and HR Operations.
    • Leads and manages the performance and resources of the HR department to ensure the effective and responsive delivery of services to organizational leaders and staff. Provides leadership, support and professional development to assigned staff.
    • Establishes and maintains effective working relationships with key department and functional leaders serving as a trusted partner and consultant on Human Resource issues. Works closely with internal and external partners to provide subject matter expertise and guidance for a comprehensive range of HR Services.

    SUPERVISORY RELATIONSHIPS:

    • Reports directly to the VP, Talent Management.
    • Direct supervisory responsibilities for the HR department staff, with the exception of the Employee Relations team.

    PRINCIPAL RESPONSIBILITIES:

    • Responsible for development and execution of operational plans and accountable for day-to-day administration of the human resources department. Develops methods to achieve identified short term goals and objectives. Identifies and, where necessary, escalates obstacles impeding scheduled completion of projects or tactical objectives.
    • Leads, trains, evaluates, coaches, professionally develops and motivates staff to attain department goals. Sets and monitors performance goals. Promotes a work environment that encourages involvement, initiative and teamwork. Builds career development paths for assigned staff.
    • Interprets HR policies and procedures and provides guidance to HR staff.
    • Responsible for strategy and results of TCU’s Talent Acquisition programs to develop and implement strategies and initiatives designed to attract, motivate and retain engaged employees.
    • Provides oversight for the design, administration and management of TCU’s Total Rewards programs and policies including job descriptions, salary administration (inclusive of Executive Compensation), retirement plans, and health and welfare programs.
    • Ensures all Talent Acquisition and Total Rewards operations, plans, policies and procedures, and programs are in compliance with all local, state and federal laws and regulations.
    • Oversees HR internal and external audits.
    • Analyzes, identifies and drives recommendations on retention program strategies.
    • Partners with the VP, Talent Management and the Chief Human Resources Officer to help define, shape, cultivate, and communicate TCU’s culture to attract and retain employees and ensure that HR strategies are aligned with the culture.
    • Provides oversight for direction of HR technology and efficiency opportunities including artificial intelligence, remote work capacities and data analytics.
    • Builds relationships with peers and senior management staff to establish credibility as a trusted advisor to influence and support key strategic and operational decisions.
    • Serves as a business partner and strategic advisor to the organizations human capital strategies based on short and long-term needs to help achieve business goals and objectives.
    • Required to stay up to date as to best practices within areas of responsibilities.
    • Required involvement in community activities, sponsored by TCU and others that will serve to enhance TCU’s image and/or increase name recognition. Participates in TCU/community events per management level requirements.
    • Responsible for the HR department budget.

    QUALIFICATIONS:

    • BA/BS in Business, Human Resources or related field or equivalent experience.
    • PHR/SPHR, CCP, CBP Certifications preferred.
    • Minimum 7 years Human Resources generalist experience with comprehensive knowledge of Human Resources operations, programs, technology, and service delivery.
    • Minimum 5 years of prior management or supervisory experience.
    • Experience in Talent Acquisition methodology.
    • Solid experience managing Total Rewards programs, managed and self-funded Health & Welfare plans.
    • Experience with systemized merit planning desired.
    • Experience in people systems technology implementation.
    • Experience in a financial institution preferred.

    SKILLS & ABILITIES:

    • Solid experience and understanding of Human Capital Management employment laws; Federal and California.
    • Excellent interpersonal and communication skills, including writing, presentation, and influencing skills to develop confidence and credibility with complex human resources issues.
    • Excellent organizational skills with ability to coordinate and maintain multiple tasks simultaneously and to deliver responses and results within established timeframe.
    • Ability to successfully tailor communications according to the audience.
    • Strong business acumen; drive results through strong analytics.
    • Critical thinking and creative problem solving skills combined with sound judgment.
    • Strong integrity, ethics and sensitivity to issues of confidentiality..
