    Job Description

    Position Description:

    Under the direction of the TCUP Technology Project Manager, the Business Analyst analyzes, plans, and executes changes to support data, database, and application integration of a new train control system into existing enterprise information systems.

    ** Examples of Important and Essential Duties**

    • Collaborate with stakeholders to gather functional and technical requirements for data and application integration.
    • Conduct gap analysis between the current enterprise systems and the new information system.
    • Analyze existing enterprise data models and assess compatibility with the new system’s schema.
    • Design and document data migration strategies, including mapping, transformation, and cleansing processes.
    • Define database access policies and ensure compliance with enterprise standards.
    • Collaborate with technical teams to design and implement APIs, middleware, or custom connectors for data and application integration.
    • Define and document the interactions and dependencies between systems.
    • Develop comprehensive integration test plans and scripts for data and application workflows.
    • Act as a liaison between business users, IT teams, and third-party vendors to ensure alignment.
    • Communicate technical concepts in business-friendly language to non-technical stakeholders.
    • Create detailed documentation of integration processes, workflows, and configurations.
    • Develop user manuals, integration guides, and best practices for stakeholders.
    • Define SLA/KPI requirements for monitoring and reporting system performance.
    • Conduct training sessions for end-users and technical teams on the integrated system.
    • Assist in defining project timelines, milestones, and deliverables for integration tasks.
    • Track integration progress and report deviations from the plan to project managers.
    • Recommend contractor selection, may review contractor and vendor billings; monitor and evaluate quality of contractor/consultant products and services; coordinate interactions and activities of vendors.
    • Analyze regulatory rules and regulatory issues for their impact on current operations.
    • May oversee certain project related production functions.
    • Support project management with administrative duties and supervision of subcontractors.
    • Performs other related duties as assigned.
  • Qualifications

    Qualifications

    Minimum Qualifications:

    Education:

    An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

    Experience:

    Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

    Substitution:

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

    Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

    Notes:

    1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

    2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

    Desirable Qualifications:

    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

    • 5 years’ experience utilizing Extract, Transform, Load (ETL) tools and methodologies for data migration.
    • 5 years’ experience working with RESTful and SOAP APIs for system integration.
    • 5 years’ experience developing integration test plans and scripts for data and application workflows.
    • 5 years’ experience with integration testing tools and methodologies.
    • 5 years’ experience with tools like JIRA, Trello, or Asana to manage tasks and track progress.
    • 5 years’ experience developing documentation using tools like Lucidchart, Visio, or Draw.io for process mapping and system design.
    • 5 years’ experience with capital project management in intelligent transportation systems related business.
    • 5 years’ experience gathering functional and technical requirements for large-scale projects across the full systems engineering lifecycle.
    • Knowledge of database functions, joins, and subqueries.
    • Ability to create and interpret data models, entity-relationship diagrams (ERDs), and data flow diagrams.
    • Proficiency in advanced Excel, Power BI, or comparable tools for data analysis and visualization.
    • Understanding of database connections, APIs, and middleware for integration.
    • Ability to test APIs using tools like Postman or Swagger.
    • Understanding of SDLC (Software Development Life Cycle) and Agile methodologies.
    • Ability to validate data integrity post-migration and identify anomalies.
    • Proficiency with Microsoft Office Suite, or similar for documenting requirements, workflows, and integration processes.
    • Familiarity with version control tools like Git for managing changes in code or documentation.
    • Skilled in designing reports and dashboards using Power BI or similar tools.
