Anoka County is growing and we are looking for the ideal candidate for the Housing Resource Specialist position to lead, develop, and coordinate housing services for individuals and families across the County. The Housing Resource Specialist will assist with the management of county Housing Support Services program, develop and facilitate the Housing Help Desk, facilitate the coordination of the Housing Response Team and assist in the development and coordination of supportive housing resources for individuals with disability and/or low income. This full-time benefit eligible position is located at the Anoka County Government Center, and is a part of the Planning & Operation Support Service Area, Planning and Contracting Unit within the Human Services Division. EXAMPLES OF ESSENTIAL DUTIES (ILLUSTRATIVE ONLY): Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Housing Resource Specialist. * Assist in the management of the Housing Support Service program by assuring that state rules and regulations are followed, programs meet requirements, and agreements are properly executed. * Actively work with providers on program improvement to assure quality service is provided. * Administer the Housing Help Desk, designed to collect and disseminate up to date information on supportive housing options and affordable housing that is available. * Screen individuals and families for services provided to the Housing Response Team and facilitate linkage to these services. * Provide technical assistance to human services staff on how to gain access to affordable housing resources and support services for individuals with disabilities and/or low income. * Support county social work staff in providing walk-in service support regarding housing/homelessness issues * Facilitate the Housing Resource Team that works across county service areas and departments to provide homeless outreach and assistance to individuals and families. * Assist with the development of local housing resources to service individuals identified for services by the Housing Resource Team. * Provide assistance in the collection of data measurements to support continued grant funding and improved service delivery. REQUIREMENTS: Minimum Qualifications * Bachelor's Degree in Behavioral Sciences, Human Services or Public Administration or closely related field. Master's Degree in Human Services preferred. * At least one year experience providing Human Services programs to clients in a government or non-profit human service agency. * At least one year experience providing support/assistance to homeless individuals and families. * Must have a valid Driver's License and successfully complete criminal and driver's license checks. OR * Equivalent combination of education and experience. Preferred Qualifications * Experience using the Social Services Information System(SSIS). * Experience using the Homeless Management Information System (HMIS). Knowledge of: Human service programs in Minnesota, the goals of those programs and sources of funds for them; county social work practice, the housing and homelessness system. Ability to: Read and communicate complex information, procedures, to all levels of staff in the division; work collaboratively in a team setting, basic data collection and statistical analysis; Work independently, resolve problems, and function as part of a team; document in county and state information systems; use personal computers and application programs, including Microsoft Office products and to learn county and state information systems as directed; prioritize and execute multiple activities of high priority and demand. Skill in: Excellent oral and written communication along with interpersonal relations. GRADE LEVEL: Salary Anoka County Salary Schedule, Grade C012. Normal hiring rate: $48,422 49,875 ($23.28 $23.98 per hour) Must be promoted from lower salary range to receive increase. 2018 full salary range: $48,422 to $72,592 ($23.28 to $34.90 per hour) Career potential up to $88,628 ($42.61 per hour) After successful completion of an initial hire probationary period, eligible for a probationary period increase. Hours Full-time; 40 hours per pay week. Work schedule is primarily Monday through Friday, 8 a.m. to 4:30 p.m. Schedule may vary based on business needs and at supervisor discretion.
