    Job Description

    An independent state agency, the Betsy Lehman Center is charged with fostering a statewide program of research, data analysis, and information-sharing that engages health care agencies, providers, and consumers in initiatives that will reduce medical error and enhance patient safety in the Commonwealth. The Center was re-established by Chapter 224 of the Acts of 2012, An Act Improving the Quality of Health Care and Reducing Costs through Increased Transparency, Efficiency and Innovation, and is supported by the state’s Center for Health Information and Analysis (CHIA).

    The Betsy Lehman Center is seeking an experienced health care research and data analyst. This is a full-time position reporting to the Center’s Director of Research. The successful candidate will work remotely in the near term, but be prepared to work at the Center’s office at 501 Boylston Street, Boston, when the Center’s staff transitions back onsite at a to-be-determined time in 2021.

    The research and data analyst will work on data and data-related projects pertaining to patient safety in Massachusetts including projects focused on maternal health, adverse events and long-term care. The successful candidate will have a passion for analyzing data, the capability to work on several projects at once, and a proven ability to effectively communicate analytic results in oral and written formats. He or she will be goal-oriented, creative, and a fast learner; will enjoy working in a collaborative, team environment; and will be excited by the prospect of building foundational reporting from the ground up.

    This position will remain open until filled.

    Specifically, the analyst will:

    Data Collection and Management:

    • Collect, construct, and analyze data pertaining to patient safety, such as reported adverse events in medical claims, and survey data
    • Help develop and maintain systems and data repositories to manage, organize, and track multiple datasets for research and quality improvement projects
    • Facilitate the Center’s efforts to help manage quality improvement projects among collaborating organizations
    • Serve as the main liaison between the research team and IT  and Legal to manage data access
    • Ensure adherence to all relevant standards for secure use of data including documentation and storage
    • Redact data to remove any personal health information as required for SREs and other data sets
    • Under supervision, plan, organize, and prioritize assigned projects, creating and managing work plans that reflect the tasks, time frames, and processes required to successfully complete each
    • Represent the Center at external meetings when necessary
    • Assist the Center’s Director of Research with other tasks as necessary

    Data analysis and presentation:

    • Design quantitative analyses using health care claims data to highlight patient safety concerns
    • Utilize appropriate software, such as Excel, SAS, SQL, STATA, REDCAP, R, Tableau and/or Access, as needed to analyze large claims, patient safety adverse event, health care utilization, and other health care data sets
    • Perform multivariate analyses such as linear and logistic regression
    • Interpret data accurately
    • Produce clear and comprehensive written analyses, graphics, tables, and presentations for diverse internal and external audiences, including peer-reviewed journals

    Preferred qualifications:

    • Experience utilizing SAS,STATA, SQL and REDCAP to collect, extract, cleanse, link, and integrate health care data from various surveys, platforms and large data sets, with demonstrable proficiency in writing maintainable, supportable, and well-documented code
    • Experience analyzing health care claims data including MA APCD, hospital discharge data and Medicare claims data
    • Experience interpreting and analyzing health care utilization, access, quality, performance, patient safety, and/or expenditure data to produce clear and comprehensive written analyses for distribution to diverse internal and external groups.
    • Experience with implementing and using data quality processes, including the demonstrated ability to assess accuracy of output at a report level and to investigate potential issues at a more granular level
    • Proficiency in producing graphs, tables, reports and presentations using Excel, PowerPoint, and Word. Experience with Tableau a plus
    • General understanding of patient safety, health care policy, financing, and delivery systems in Massachusetts
    • Ability to communicate clearly and effectively—both orally and in writing—with others internal and external to an organization
    • Strong judgment and discretion; ability to strictly adhere to relevant policies governing confidential data
    • Experience working on multiple projects while successfully meeting deadlines
    • Experience working collaboratively, as well as independently, with multidisciplinary teams

    Minimum Entrance Requirements:

    Applicant must have at least (A) four years of full-time, or equivalent part-time professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analyses or administration, economics, the major duties of which included financial analysis of costs, expenses and revenue and/or the development, implementation and monitoring of the health care service delivery system and pricing methods.

    Substitutions:

    I. A Bachelor's degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, business management, public policy, public administration, economics, or similar degree may be substituted for a maximum of two years of the required experience.*

    II. A graduate degree with a major in public health, health care administration, public health or health services administration, public policy, public administration, economics, or a similar degree may be substituted for a maximum of three years of the required experience.

    BARGAINING UNIT: 06 NAGE, Reimbursement Systems Analyst III, Grade 15. The full time salary range for this position is $66,980.42 - $96,568.16, depending on level of experience.
