The schedule is generally 8:00 a.m. - 5:00 p.m., Monday-Friday, now-October. This position consists of responsible work in the area of special projects and preparation of reports and materials which allows for hands-on experience in the Budget division of the Finance department. The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services. Essential Required Tasks/Examples of Duties: (Persons hired in this position must be able to perform all the essential tasks required by the position. Administrative Duties: Assists staff members in Budget division by compiling data from various sources, performing research and assisting with special projects. Duties may include assistance with budget review and analysis for departments and/or divisions. This may include conducting research, fiscal analysis, and making funding recommendations concerning various policy issues. Makes recommendations to the Budget Manager and/or Budget Officer on budget items and monitors department/division expenses. Works with staff to obtain information and/or to explain policies, procedures, principles, and precedents. Assists in the preparation review and editing of budget documents. Performs reconciliations between multiple databases. Budget/Resource Management: The incumbent assists in the preparation of the organization's annual budget. Assists with the review of department short and long-range goals and performance measures including annual efforts to advance the City and County's mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe. Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assuring sound fiscal control. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Public Relations/Communication: Meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Attends meetings and workshops as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Assists with preparation of draft materials for reports and presentations to City Council, boards or commissions and citizens. Miscellaneous Duties: Operates a personal computer and all required software. Assists in identifying and recommending improvements in divisional and departmental operations to ensure assigned functions are efficient and cost effective; takes proper safety precautions; anticipates unsafe circumstances and acts accordingly to prevent accidents; and uses all required safety equipment. Performs other duties as assigned. Minimum Qualifications: Training - Bachelor's degree or graduate student in area relevant to finance, budget, accounting, or public administration. Experience Some research or work experience in budget/finance area preferred. OR Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits. NECESSARY SPECIAL REQUIREMENTS: - Must be at least 18 years of age. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: oral board, reference checks, background checks including local police check and sex-offender registry, and fingerprint checks through CBI/FBI.
