The Lineman Apprentices assist journeymen linemen and groundmen in the performance of their duties. Work includes the performance of hazardous tasks in accordance with standard trade practices in construction and maintenance of the City's electrical distribution systems, substations, and associated equipment. Employees are required to work with high voltage electrical wires under adverse weather conditions, requiring skill and care to protect the lives of employees and others. Work is performed under the supervision of a journeyman lineman or foreman. All jobs are subject to inspection as to quality of work by a journeyman lineman or line foreman. Examples of Work Performed: (All duties may not be assigned to all employees in this position, nor does the list necessarily include all tasks which may be assigned to employees in this position.) Essential Job Functions: Assists in the construction, maintenance and repair of the City's electrical distribution and transmission systems, including the setting of poles, anchors and guys, the placing of cross arms and insulators, stringing and tapping of wires, and the installation of transformers, service drops, and metering equipment. Helps install and maintain streetlights, floodlights, and associated equipment in public recreation areas where needed. Helps install underground lines and associated equipment. Helps perform trouble shooting work, locating the sources which cause power failure; assists in making repairs and restoring electrical service. Responds to fire alarms to disconnect wires and remove meters when necessary. May climb poles and work at heights with high voltage electrical lines if working on overhead lines. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the City's safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel. Must maintain regular and acceptable attendance at such level as is determined by the City of Dothan. Must be regularly available and willing to work at least 10 hours per day, 40 hours per week, or such other hours per day or hours per week as the City determines are necessary or desirable to meet its operational needs. Must perform duties onsite, except those job duties which are customarily or by their nature performed offsite (such as offsite work meetings with City customers, clients or citizens, making deliveries to designated destinations, traveling to field offices to meet with subordinates or conduct training, etc.) Assists with the instruction and training of less experienced apprentices as to their duties and safety measures to be observed. Operates backhoe and trencher. Operates special purpose line trucks and attached equipment; checks daily to assure equipment is operational and truck is stocked as required. Assists with relocating other utilities such as cable, telephone, and fiber optic lines when setting new poles for the City. Important Job Functions: Remains ready to respond to trouble calls during scheduled on call time. Performs related work as required. Principles of electricity as applied to power circuits, wiring diagrams, and plant operation. Ariel device (Bucket Truck). Methods, materials, tools and equipment used in underground wire/transformer installation. Skill in: Use of tools, construction equipment and testing equipment used in installation and maintenance of electrical distribution and transmissions, and related equipment. Mental and Physical Ability to: Maintain effective working relationships with co-workers and subordinates. Understand and follow oral and written instructions. Climb poles and work at various heights with high voltage wires and related equipment, exercising proper safety precautions. Maintain good physical condition and health and sufficient physical strength and agility to performs heavy manual tasks. Work under varying weather conditions to include extremes in temperature and/or adverse conditions. Communicate effectively with the public. While performing the essential functions of this job, the incumbent is regularly required to stand; use hands or fingers, to handle or feel objects; see clearly; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; hear; walk; ascend and descend stairs or ladders; climb poles; work at heights; work underground in confined spaces; frequently lift or carry heavy objects between 50-100 pounds; grasp and hold objects; operate keyboard; and frequently drive vehicle or heavy equipment. Working Conditions: Work is performed in an outdoor environment with constant exposure to varying weather conditions, high and low temperatures; electrical hazards; confined spaces; dirt, dust and fumes, and around hazardous machinery; The incumbent's working conditions are typically moderately quiet to very loud. Qualifications: Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA), and A completed Lineman Apprentice Program form, and Certificate of Satisfactory Completion from an Electrical Vocational High School Program; or Diploma/Certificate of Completion from an Accredited Technical College in Electrical Theory; or an AAT/AA Science Degree in Electrical Technology; or certificate of satisfactory completion of the Electrical Lineworker Pre-Apprenticeship Program. Necessary Special Requirements: In an emergency and/or standby situation an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (PBA 01/09/95) In accordance with industry standards in terms of bucket truck operations, an employee in this position must weigh 275 pounds or less. A valid operator's license and an acceptable driving record. (PBA09/10/01) An employee in this position must possess a telephone within 30 days of employment due to call-out. Personnel Rule 8.325, Lines of Progression, requires individuals entering this position either through appointment, promotion, demotion or transfer to enter at the minimum level of the pay plan, Step One (1). Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position. Condition Of Employment/Promotion/Transfer: Employees will be required to obtain a Class "A" Commercial Driver's License for this position within 90 days of date of appointment, promotion, reappointment, transfer or demotion into this position or 21st birthday. They will also be required to meet the physical qualifications for Commercial Driver's License as stated in the DOT Regulations and that any expenses incurred will be the employee's responsibility. Failure to obtain the required Class of Commercial Driver's License during the 90-day period will result in termination of employment; however, if any such employee was a regular employee in another position in the Classified Service immediately prior to appointment to this position, and such position has not been filled, the employee shall be reinstated; and if such position has been filled, the employee shall be terminated and placed on a re-employment list for that position. The City of Dothan will reimburse an employee the cost of one (1) written examination and one (1) road test for a commercial driver's license. NOTICE: We verify employment and pre-employment drug and alcohol testing history with your previous DOT-regulated employers, for the past two (2) years, on employees hired into positions requiring a Commercial Driver License (and promotions/transfers from non-CDL into CDL positions) §40.25, §382.405(f), §382.405(h). CITY OF DOTHAN, ALABAMA PERSONNEL DEPARTMENT POST OFFICE BOX 2128 (36302) LINEMAN APPRENTICESHIP PROGRAM The Lineman Apprentice position is designated as the entry-level training position for the journeyman program. Training in the program will begin with the one (1) year probationary period for Lineman Apprentice and be followed by an additional three (3) years of formal on-the-job training. During the one (1) year probationary period the employee must demonstrate satisfactory progression in performance as evidence by periodic performance evaluations by management personnel or the employee will be terminated from the Lineman Apprenticeship Program and the Electric Department. Training during this four (4) year period will involve classroom instruction and on-the-job training and experience. The program of classroom instruction is under the immediate supervision of the General Line and Services Supervisor and incorporates the basic obligations of the U. S. Department of Labor apprenticeship program requirements. On-the-job training and experience are gathered under the supervision of the journeyman level lineman and management personnel. Employees at the Lineman Apprentice level must demonstrate satisfactory performance and progression during this four (4) year period as evidence by periodic performance evaluations and written management evaluations and recommendation to be eligible for progression to the Line 1st Class level (journeyman level). Promotional pay and probationary policies will apply to all Lineman Apprentices who are progressed to the Lineman 1st Class level. This program will apply to all Lineman Apprentices who are employed after this amendment is approved and accepted. APPROVED BY PERSONNEL BOARD ON December 14, 1987.
