Duties will include but are not limited to preparing, editing, and revising policies and procedure manuals. Drafting and publishing work flow diagrams, creating process maps, and charts. May create plans with long-term and short-term objectives. Analyzes and reviews management practices and develops recommendations for improvement. May develop technological solutions for continuous improvement programs. Will be responsible for the interpretation of administrative policies and oversees communication with department personnel regarding these policies. WORKING CONDITIONS The position is physically comfortable; the individual has some discretion about walking, standing, etc. This is a Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTS MINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis. MINIMUM EXPERIENCE REQUIREMENTS Three years of professional administrative, financial, or analytical experience, related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year for year basis. MINIMUM LICENSE REQUIREMENTS Valid driver's license and compliance with the City of Houston driving policy A.P. 2-2 PREFERENCES Preference will be given to candidates with experience in drafting workflow processes and documented experience in working on process improvement projects. Candidates with experience in technical writing and working with Microsoft Visio are preferred. Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
