Under the direction of the Deputy Chief of Emergency Medical Services, manages the operations of Division of Fire Service Emergency Medical Services, which includes administration over emergency fire medical personnel, EMS training, quality assurance oversight, billing, emergency first response, and ambulance units. Performs administrative duties in accordance with Fire Division policies. Recommends to the Deputy Chief of Emergency Medical Services changes or exceptions to standard operating policies. Coordinates operations with other staff including, but not limited to, staffing assignments. Supervises EMS Battalion Chiefs and indirectly supervises EMS Lieutenants to provide efficient and effective operations of medical personnel and medical issues in quarters, at hospitals, and on the emergency scene and at any other time. Researches, develops, implements, and evaluates community paramedicine and alternative methods of EMS delivery to ensure effective, cost-efficient, and quality patient care for the citizens of Memphis. Operates emergency vehicles when necessary. Oversees and/or conducts administrative investigations, administrative hearings and determines/administers disciplinary sanctions. Identifies meritorious service for appropriate recognition, citation, and/or other awards. Monitors and evaluates medical-related performance to ensure compliance with Fire and Tennessee EMS Division statutes, regulations, policies, and procedures. Administers policies to maintain an inventory and ensure inspections/maintenance of medical and related safety equipment and supplies on emergency units and first responder companies. Administers policies to investigate and respond to complaints relating to medical issues. Implements the Incident Command System for EMS during emergency incidents, serving as medical command officer as needed, to ensure the highest quality of pre-hospital services to the citizens and visitors to Memphis and Shelby County. Administers EMS staff requirements for continuous learning to ensure a thorough and current working knowledge of all local, state, and national statutes, policies, and procedures regarding Pre-Hospital Emergency Medical Services; and conducts regular personnel licensure audits to ensure current qualifications including but not limited to driver license, Basic Life Support Health Care Provider (CPR), and EMT licensure, as appropriate. Prepares and monitors annual budget. OTHER FUNCTIONS: 1. Acts as a division coordinator for projects, staffing, scheduling, special events, planning, etc. 2. Serves in the capacity of an Acting Deputy Fire Chief EMS when so assigned. 3. Assists in the development of long-term strategic and operational plans. 4. Performs other functions (essential or otherwise) which may be assigned. Typical Qualifications TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly verbally and in writing. Must be able to operate a computer and basic office equipment such as a telephone, radio systems, and audio-visual equipment. Must be able to administer first-responder CPR and basic First Aid. Ability to operate the Division's emergency vehicles as required. Requires ability to perform firefighting procedures, including ability to assist in lifting and/or carrying a victim, stretcher, and/or equipment weighing an average of 160-240 pounds. TYPICAL WORKING CONDITIONS: Work is performed in field (emergency scene) and office environment. Work may be conducted at various shifts to conduct special projects. Minimum Qualifications Fourteen (14) years as a firefighter or firefighter/paramedic with three (3) of the fourteen (14) years as an EMS Battalion Chief or Suppression Battalion Chief, or Manager in the chain of command of the Deputy Chief of EMS with the Memphis Fire Division. Currently authorized and licensed to function as a firefighter and paramedic by the Memphis Fire Division. Must possess and maintain license by the State of Tennessee as a Paramedic without denial, suspension, or revocation as a condition of continued employment. Must maintain, at minimum, current State of TN Firefighter II. Must possess and maintain a valid Tennessee Driver's License, Class D, or equivalent from state of residence. Bachelor's degree in Fire Administration, Fire Prevention Technology, Pubic Administration, Business Administration, Allied Health, Education, or related field preferred. Special Requirements On call 24-hours a day as needed. Must possess or obtain Memphis Fire Department Professional Development Program Certificate within six (6) months of employment in this position/rank as condition of continued employment in this position/rank.
