As a Specialty Combination Inspector, you may be assigned to work at the Permit unit or the Code Enforcement unit within the Planning & Building Department. Permit Unit: The incumbent reviews plans, reviews evidence and reports, issues permits; conducts combination inspections on new and existing residential and commercial buildings and properties; enforces compliance with plumbing, mechanical, electrical and building codes and regulations/ordinances; performs specialty inspections on new and existing commercial and industrial buildings in one of the following areas: plumbing/mechanical, electrical or building; and performs related duties as assigned. Code Enforcement Unit: The incumbent is responsible for conducting investigative field inspections to verify complaints received for violations of the following codes: municipal and local ordinances, zoning, building, work without permits, blight, habitability, nuisance, and engineering. The incumbent will compile evidence by means of photographs, conduct all pertinent parcel property research, interview all pertinent parties as related to a complaint to gain further information, as well as work collaboratively with other departments as required. In addition, the incumbent will interpret and explain city ordinances and codes with accuracy, draft all applicable letters, notices, enforcement orders, and inspection warrants as well as meet with property owners to encourage compliance, maintain up-to-date accurate records of case files to include re-inspections, and perform related duties as assigned. Examples of Duties Make field inspections of plumbing and electrical installations, mechanical systems, and structures to ensure compliance with applicable codes, specifications and approved plans. Review and approve plans of plumbing and electrical installations, mechanical systems and structures to ensure compliance with applicable codes, regulations, specifications, and ordinances. Review and approve plans and applications for plumbing, electrical, mechanical, and building permits; issue permits; review agreements to ensure compliance. Identify violations of codes and regulations; write correction notices and stop work orders; issue infraction citations and notices of failure to comply with City ordinances. Confer with design professionals, contractors, property owners and the general public in both the office and the field; represent the City in Municipal Court; explain code requirements and restrictions. Ensure compliance with City building, zoning, housing and other related codes. Calculate and assess appropriate permit fees and penalties. Maintain inspection records, permit files and code enforcement case files; submit inspection reports as required. Investigate and respond to code violations and complaints. Assist in on-the-job-training, such as job orientation, inspector ride-alongs, and inspection procedures. Minimum Requirements for Application Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable: Education: Equivalent to the completion of the twelfth grade. Experience: Two (2) years of recent full-time journey level experience in the plumbing, electrical, mechanical, or carpentry trade and completion of a recognized apprenticeship program in one or more of these disciplines. Five years of varied recent, full time journey level experience in the plumbing, electrical, mechanical, or carpentry trade may be substituted for the apprenticeship program. OR Two (2) years of recent full-time experience as a Combination Dwelling Inspector. OR One (1) year experience as a Combination Inspector in a position comparable to that of the City of Oakland or one year experience as a Specialty Inspector in the City of Oakland. OR A Bachelor's degree in civil, structural, mechanical or electrical engineering or architecture from an accredited college or university may be substituted for all experience requirements. LICENSE/CERTIFICATE One certification as an Inspector related to assigned job functions from a nationally or state recognized agency (such as (IAPMO) International Association of Plumbing and Mechanical Officials, (ICC) International Code Council or (IAEI) International Association of Electrical Inspectors) must be obtained within 12 months of appointment to this position, unless the appointee is otherwise exempted based on California Building Standards Code 18949.28. The Specialty Combination Inspector is required to maintain valid inspector certification throughout his or her employment with the City of Oakland. Failure to maintain this certificate may result in dismissal from employment. Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties. Knowledge of: Methods, materials, and devices used in plumbing, electrical, mechanical installations and building construction. Standard plumbing, electrical, mechanical and building construction methods. Mathematics pertaining to weights and measures and other formulas related to construction. Uniform Plumbing, Mechanical, Building, Swimming Pool/Spa/Hot Tub, and National Electrical Codes and other related codes, regulations and ordinances enforceable by the City. Field inspection procedures. Safe work practices. Ability to: Conduct inspections, analyze structures and plumbing, mechanical and electrical systems, and identify violations of codes, regulations, specifications, and plans. Recognize non-conforming installations. Read and understand plans, calculations, specifications, records, and related documents, maps, and data. Perform plumbing, electrical, mechanical, and building mathematical calculations. Prepare accurate, concise reports, and notices. Learn to use the automated permit management system. Communicate effectively in oral and written form. Establish and maintain effective work relationships with those contacted in the performance of required duties. Supplemental Information Stage I: The first stage in the selection process will consist of a review of each applicant employment application and signed supplemental questionnaire for minimum qualifications (weighted pass/fail). Stage II: The second stage may consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency and/or veteran points) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III. Stage III: The third stage will consist of a written exam (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section. The written exam will measure knowledge in the following areas: Code: Knowledge of federal and state building, electrical, plumbing, mechanical and housing codes and regional regulations related to residential, commercial and industrial construction and premises maintenance. Plumbing/Mechanical : Knowledge of plumbing and mechanical codes and regulations related to plan review and field inspections of residential, commercial and industrial construction. Electrical: Knowledge of electrical codes and regulations related to plan review and field inspections of residential, commercial and industrial construction. Building: Knowledge of building codes and regulations related to plan review and field inspections of residential, commercial and industrial construction. Code Enforcement: Knowledge of housing and zoning codes and regulations related to plan review, field inspections, and the abatement of violations of ordinances related to residential, commercial and industrial building and property uses and maintenance. The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
