Job Details Job Title Crime Scene Technician CMPD Internal Only Job ID 500854 Location City of Charlotte Full/Part Time Full-Time Regular/Temporary Regular Close Date 03/19/2018 ------------ CoC Job Details Definition The Charlotte-Mecklenburg Police Department (CMPD) Crime Scene Technician I process crime scenes to include the search and recovery of latent finger and palm prints, trace, DNA and other physical evidence. Takes photographs, prepares sketches and documents the search and collection for physical evidence. Responds to area hospitals and the Medical Examiners Office to document and collect evidence in criminal investigations. Prepares crime scene reports for presentation in court and gives court room testimony. Supervision Received and Exercised General direction received from the supervisor. Essential and Marginal Function Statements--Essential and other important responsibilities and duties may include, but are not limited to, the following: * Accepts and receipts submitted evidence. * Maintains issued equipment and follows safety protocols at crime scenes. * Prepares evidence for submission to the CMPD Lab for examination and assists Police Officers with criminal investigations. * Attends training on a variety of Forensic and Criminal Justice topics annually. * Conducts training of new employees and other police department employees as needed. Provides demonstrations to outside entities as requested. * Must follow all rules and regulations as set forth in City, Department, and Unit Policies and Performance Standards. Must be of sound moral character and act accordingly while on and off duty. Ability to develop thorough knowledge of evidence chain of custody procedures and requirements. * Maintains the chain of custody on submitted evidence. * Regularly conducts forensic examinations of digital evidence in a laboratory environment. * Documents the examinations results and transmits those results to the submitting authority. * Submits all records as required by Departmental rules and regulations or other directives. * Provides court testimony regarding the results of the analysis and prepares courtroom presentations. * Maintain laboratory equipment in a manner that keeps the equipment in operational readiness for a variety of forensic tasks. * Responsible for the proper use, maintenance, necessary replacement and security of all personally issued equipment. * Responsible for the proper documentation, routing and dissemination of all messages and information as received. * May instruct law enforcement officers in the proper identification, collection, and submission of criminal evidence as it relates to digital forensics. * May perform other duties as assigned. Qualifications Knowledge of: * Investigative and laboratory techniques. * Laws, legal codes, court procedures, precedents, government regulations, and agency practices and procedures. * Methods used in collecting and preserving digital/physical evidence, maintaining legal chain of custody * Relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions * Problem-solving techniques Ability to: * Interpret findings and to prepare scientific reports. * Communicate effectively orally and in writing. * Perform essential tasks with minimal supervision. * Take on additional duties and responsibilities. * Perform a high volume of standard digital forensic examinations and/or other related tasks. * Being fully court qualified in most major areas of discipline related subjects. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education and Experience: * High School graduation with three years of related experience or an Associate Degree in Forensic Science, Criminalistics, Biology, Chemistry, or a related field from an accredited technical institute, community or junior college; and one (1) year related experience in crime scene investigation or forensics. * Must have a valid Driver's License WORKING CONDITIONS Environmental Conditions: Indoor environment; environment may include noise; work with computers, files and phone. Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, or walking extended periods of time; light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks; adequate vision, hearing, and speech required.
