The Associate Engineer possesses the ability to perform a full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Essential Functions / Knowledge, Skills, & Abilities Essential and other important responsibilities and duties may include, but are not limited to the following: To perform responsible and demanding engineering and project management work in Public Works and to perform a variety of administrative engineering functions to perform related work as required. Prepare plans and specifications for the design, construction, and maintenance/operation of a variety of public works facilities and projects, including street, storm drain, storm water management, and traffic/transportation systems; ensure conformance to City standards and practices. Research project design requirements and perform related calculations; conduct plan checks to ensure contractor and/or enforce compliance with City and various environmental regulatory standards; prepare time and material cost estimates, especially as related to existing or anticipated project budgets. Review and process private development plans as related to streets, storm drains, traffic/transportation, water/wastewater utilities, solid waste systems, and related public works facilities and systems. Assures the development is designed and will be constructed in accordance with City, County and State legal requirements and conforms to professional engineering design practices. Knowledge of: Principles and practices of engineering as applied to public works methods, materials and techniques used in the construction of complex public works projects; Modern developments, current literature, and sources of information regarding engineering; Policies and procedures similar to those utilized by the City; and Computers and relevant software. Skill to: Operate modern office equipment including computer equipment and software; and Operate a motor vehicle safely. Ability to: Perform engineering work requiring a high level of independent judgment; Prepare complex engineering computations and check, design, and oversee the preparation of various engineering plans and reports. Utilizes advanced engineering techniques to determine grade, drainage and potential traffic requirements; Have the knowledge of computer programs for civil engineering such as Computer Aided Drafting (CAD), Scheduling and Excel Programs; Prepare accurate estimates of costs, schedules, personnel resources, and perform other similar activities related to project management; perform project management responsibilities; Drafting and mapping principles and techniques; Gather, analyze, and interpret a variety of complex, technical data; Plans, coordinates and supervises the environmental review, plan checking, and conditional approval of tentative maps, and related street improvement plans for various private development projects; Prepares specifications, reports, correspondence, plans, plats, petitions, diagrams, profiles and cross-sections, and material and cost estimates, utility, and drainage improvements; Read and interpret maps, plans, sketches, schematics, diagrams, and blueprints; Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; Serves as project manager on engineering and construction projects; Prepare and write clear and comprehensive reports; Maintain records and files. Makes and keeps accurate construction project files and logs, including funding sources and budgeting; Oversee and participate in the provision of a high level of customer service to internal and external customers; Respond to requests and inquiries from the general public; tactfully and courteously represent the Department during public contacts; Coordinates public works construction improvements with the utility companies and other agencies such as relocation, removal, or installation of utility improvements; Serves as major coordinator with the Planning Department to implement the General Plan; May assist in the preparation of departmental annual budget estimates; Demonstrate an awareness and appreciation of the cultural diversity of the community; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective relationships with other employees, outside agencies, and the general public; and Performs related duties as required. Minimum Qualifications Sufficient education, training, and/or work experience to demonstrate possession of the required knowledge, skills and abilities, which would typically be acquired through: Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering. Experience: Four years of responsible civil engineering experience. With full-time of progressively responsible experience comparable to that of assistant or entry level engineer. Standard civil engineering practices, principles, and theories. Modern construction methods; locally approved standard specifications for public works construction and locally approved traffic control manuals. Use and strength of construction materials, ordinary sources of general engineering information. Certificates & Licenses: Must possess a Certificate of Registration as a Civil Engineer in the State of California; and Must possess a valid Class C California driver's license.
