    Sanitation Administration-Management Assistant City of McAllen 44 reviews - McAllen, TX 78501 $52,608 a year Job Description: Under general supervision of the Public Works Director the Management Assistant is responsible for assisting the Director and Deputy Director of Public Works, in the analysis, implementation, and monitoring of assigned programs; researches sources necessary for the performance of special projects as assigned. This position provides highly responsible administrative staff assistance conducting specific and moderately complex analysis of a wide range of department activities; participates in coordinating assigned activities with all divisions of Public works, city departments, outside agencies, and the general public. Responsible for standardizing processes, monitors, and analyzes all projects and evaluates their progress and communicates to the Director. Job Responsibilities: 1. Performs functions at Public Works Administration Office or at various City locations, programs, and events. 2. Monitor and assist in the implementation of the Public Works master plan. 3. Analyze and evaluate progress of Division activities as assigned. 4. Determine time priority of specific projects in accordance with their necessity, desirability and the time limits set for completion. 5. Review specific projects and general operations with Division Managers. 6. Develop standard processes and operating procedures for Public Works operations. 7. Arrange conferences, interpret administrative policies, relay instructions, policy and procedural revisions and compose correspondences. 8. Represent Director/Deputy Directors at conferences and meetings as needed. 9. Provide lead supervision over technical and maintenance staff; coordinate and supervise work assignments; monitor the day to day operations of the Facilities Administration Department within Public Works. 10. Direct the office support personnel; prioritize and coordinate work assignment; review work for accuracy. 11. Ensure compliance with city policies, procedures, laws and regulations in response to inquiries and complaints; refer inquiries as appropriate. 12. Assist in the preparation of departmental budgets; review and monitor budgets; review and monitor departmental expenditures. 13. Analyze existing operation problems across departmental boundaries and recommends viable solutions to the Director of Public Works. 14. Prepare special reports, review materials and make recommendation to the Director of Public Works. 15. Promote, organize and stimulate good public relations within the community. 16. Interface with outside agencies and other city departments on behalf of the Director of Public Works. 17. Compile materials and assist in the preparation of reports, manuals and publication; prepare agenda items for City Council meetings as necessary. 18. Collaborate in the analysis of financial and demographic data for the Public Works programs. 19. May be required to work holidays, weekends and evenings. 20. Perform related duties and responsibilities as required. Knowledge, Skills and Abilities: Minimum Requirements - 1. Job requires a Bachelor's degree in Business Administration, Public Administration or a related professional field in which extensive specialized training is demanded to correlate information, prepare and write reports, set up detailed procedures from general requirements and make explanation of a complex nature employing technical or written expression. 2. Requires 2 to 4 years in a professional or related field with broad management skills and extensive experience with committees and groups of people. 3. Job requires a current, valid Texas Class C driver's license. 4. Must be able to create and maintain proper and effective operating standards of performance, adapt time schedule for work completion and devise work practices and procedures for himself/herself and others in conformance to general policies of the City. 5. Job requires the exercise of some ingenuity to do unusual and complex duties. General supervision is available at some times, but, as a rule, worker is expected to work independently. 6. Job requires standard methods, procedures, and techniques for planning. Occasionally involves the necessary consideration and reliance on intangible data. Diverse factual data that appears unrelated must also be brought together and used. Little precedent is available and interpretation of data is required as the basis for plans. 7. Must be able to meet deadlines and city department goals and objectives. The consequence of not meeting deadlines will affect the Department and sometimes the City's internal operation. 8. Must be able to establish effective work relationships with internal and external customers and the public. Employee frequently has contacts that require interaction with outside companies or agencies. Many of the contacts require stating the City's policy on the inquiry. 9. Must be able to make sound decisions and demonstrate responsible judgment. Job involves duties that not only influence the immediate Department substantially, but also will influence subsequent decisions, the Department and the various Divisions. Decisions may occasionally affect many of the departments of the organization. 10. Must maintain ethical practices and exercise good judgment regarding sensitive and confidential information. Job involves the handling of data of which the disclosure would result in only a minor effect or a small amount of friction upon the internal or external relationships. Discretion and integrity are recognized requirements of the job. Physical Requirements: 1. This is a safety sensitive position subject to drug and alcohol testing. 1.
