Street Use is a division of SDOT dedicated to permitting activities in the right-of-way. Street Use issues approximately 18,000 permits per year, most over the counter or through the on-line permitting system. The position is responsible for staffing the Street Use permit counter, answering questions from the general public, reviewing site plans, coordinating construction projects in the Right-of-Way (ROW), and issuing Street Use permits. The position requires daily contact with contractors, customers, and residents who need sidewalk restoration, staging, dumpster, and/or utility permits, as well as the ability to triage questions regarding major street improvement and Utility Major projects. This position will also provide customer triage, application screening, application intake, technical coaching and some permit simple review and issuance. In addition, this position will answer phone calls, troubleshoot billing questions, problems solve permit discrepancies and assist with other duties as assigned. This position reports to the Permit Services Supervisor. This posting may be used to fill future positions. Job Responsibilities * Work in a group of permit issuers/technicians and perform Right-of-Way permitting and enforcement activities; * Staff the permit counter on a daily basis during business hours; * Ensure utility and other permits/plans are routed and reviewed appropriately and issued according to strict timelines; * Review and issue permits for construction / utility related activity in the Right-of-Way; review and issue online Street Use permits; review and issue over-the-counter permits at the permit counter; * Prepare correspondence relating to claims, complaints, and requests for information, City policies, procedures, rules, regulations, and requirements; * Meet with businesses, homeowners, and other City departments to resolve permit related issues; Ensure and enforce compliance with terms of permits authorizing and controlling use of public properties and facilities; * Support Applicant Services program work related to screening, intake and triage; * Provide technical support and assistance to staff, applicants, and other departments on procedural information, submittal requirements, code interpretations, and solutions to successful application intake and permit issuance; * Provide quality controls at permit intake, payment processing, and permit dissemination; * Assist team with identifying staff development/training needs; recommend training activities; support leads in familiarizing personnel with new service models as it relates to policies and procedures to maintain consistency and increase staff knowledge; * Work with staff in the creation and management of permit related files and electronic documentation in the permit database; * Coordinate project information to City and non-City contacts for construction coordination management when required; * Review plans and applications accepted by staff for consistency; * Advise applicants, industrial professionals, community representatives, and private citizens of code and ordinance requirements and department procedures; * Support department goals in promoting diversity, race, and social justice work; * Perform other duties as assigned. Qualifications Required Qualifications: * Two years' experience performing entry level civil engineering work; * OR Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology. A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class will be considered. Desired Qualifications: * Bachelor's degree in Engineering, Business, or Public Administration; * At least one year of experience in regulatory or permitting activities in a complex governmental and urban environment; * Computer proficiency in using Outlook, Word, Excel, Access, Hansen, GIS; and knowledge of databases and their application and use in a work environment; * Demonstrated ability to read, interpret, and articulate applicable codes, ordinances, and rules and regulations; * Ability to negotiate, mediate, and facilitate contentious issues to positive conclusion within charged atmosphere; * Flexible/adaptable to changing work assignments and responding to requests inside and outside of the division; * Excellent written and oral communication skills; * Ability to work independently while keeping supervisor informed of progress and issues;
