direct oversight from Water/Wastewater Treatment Plant Operator II, III,
or IV, this position performs a variety of skilled work in the operation
and maintenance of the City's water or wastewater treatment plant
equipment and processes. Please note: There are two positions available;
one in Water Treatment and one in Wastewater Treatment. The
Water/Wastewater Treatment Plant Apprenticeship classification is
intended as a two year training program within the Water Resources
Department. Upon satisfactory completion of the two year program, the
successful candidate will be fully qualified as a Water/Wastewater
Treatment Plant Operator II, capable of assuming all duties and
responsibilities associated with operation of the treatment works within
the Water Resources Division. This position will be required to work
various shifts to include nights, weekends, and holidays. Starting
salary is $15.20/hour ($31,616 annually) Incremental increases based on
strict performance goals outlined within the Apprenticeship program:
Approximately 6 months from hire date increase to $16.00/hour ($33,280
annually) Approximately 12 months from hire date increase to $16.80/hour
($34,944 annually) Approximately 18 months from hire date increase to
$17.60/hour ($36,608 annually) Those who meet the minimum qualifications

time. Minimum Qualifications Education and Experience: * A High School
diploma or General Education Development (GED) certificate. *
Satisfactory completion (C or above) in two or more of the following
areas: science, biology, chemistry, or related field from an accredited
educational institution. * Satisfactory completion (C or above) of MAT
102 and ENG 101 or higher administered by an accredited educational
institution within the past three years. Licensing, Certifications and
Other Requirements: * Water - Must obtain a Grade I operator
certification from the Arizona Department of Environmental Quality
within the discipline of Water Treatment within 12 months. * Wastewater
- Must obtain a Grade I operator certification from the Arizona
Department of Environmental Quality within the discipline of Wastewater
Treatment within 12 months. Must meet the following conditions within 24
months as written within an approved performance plan: * Obtain a Grade
II in Water Treatment or Wastewater Treatment from ADEQ. * Obtain
Wastewater or Water Treatment Plant Operation Specialist Certification
from California State University Sacramento Office of Water Programs. *
Complete 40 hour HAZWOPER training. * Complete CPR/AED training. *
Complete all necessary safety training as written in performance plan or
assigned. * Complete 2,000 hours of on the job contact training hours as
specifically detailed in assigned Performance Plan. * Must maintain
performance level achieving all performance expectations as outlined to
remain within the Apprenticeship Program and be eligible for assignment
to the position of a Water Treatment Plant Operator II. * This position
requires satisfactory results of a pre-employment drug screen and a
pre-employment physical that includes a pulmonary function test. The
following information is consistent with the job description for the
Water/Wastewater Treatment Plant Operator II and will be the basis for
the apprenticeship program outline of work tasks and processes that will
be learned in the apprentice position. Knowledge, Skills and Abilities
Knowledge of: Water * Laboratory practices required to properly evaluate
treatment processes, such as, DO, pH, jar test, CL2 residual, turbidity,
color, hardness, TSS, TDS, Chemical/physical processes used in water
such as coagulation, flocculation, settling, sedimentation, filtration,
disinfection. * Basic operational practices and principles of advanced
water treatment processes such as membrane filtration plants. *
Experience in mechanical and electrical trouble shooting. * OSHA
guidelines related to large treatment facilities. Wastewater *
Chemical/physical and biological processes used in wastewater treatment
processes, such as coagulation, flocculation, settling, sedimentation,
filtration, disinfection and activated sludge. * Basic operational
practices and principles of advanced water treatment processes such as
microfiltration and reverse osmosis. * Experience in mechanical and
electrical trouble shooting. * OSHA guidelines related to large
wastewater treatment facilities. * Microsoft Windows Office products. *
Laboratory practices required to properly evaluate treatment processes,
such as BOD, DO, pH, jar test, CL2 residual, turbidity, COD, color,
hardness, TSS, TDS, fecal coliforms and total coliforms. Ability to: *
Perform all routine operator functions. * Determine processing
requirements; sample the influent and effluent at various stages of
processing and identify problems and ensure proper and efficient
operation of the treatment plant. * Enter data or information into a
terminal, PC or other keyboard device. * Communicate effectively both
verbally and in writing. * Prioritize schedule and work tasks and
complete work within specified time periods and deadlines. * Make
mathematical calculations and draw logical conclusions. * Provide
thoughtful and thorough analysis. * Listen, communicate and work
effectively with a diverse group of people. * Handle multiple projects
simultaneously and use good judgment in prioritizing work assignments. *
Proficiently perform computerized word processing, comprehension,
summarizing and writing/editing. * Attend or conduct various meetings as
needed. * Establish and maintain effective working relationships with
co-workers, supervisors and the general public. * Complete required
OSHA/safety training as required. Essential Functions * Maintains and
operates plant equipment and processes related to water or wastewater
treatment systems on an assigned shift. Prioritizes activities between
the different treatment processes and systems, including the operation
of valves, gates, pumps and machinery manually, locally in automatic
mode or remote via computerized control strategy. * Samples and analyzes
influents/effluents, source water/product water, feed water and permeate
to detect quality variations, interpret laboratory results, reading
sheets, process test, computerized data and information trends to
identify variations in flow and water quality and make appropriate
changes. * Oversees operation of an assigned treatment facility to
maintain day to day operation necessary to meet all required Local,
State and Federal regulations pertaining to the production of reuse,
ground injection or potable water and comply with prescribed operating
and safety standards. * Uses a variety of standard testing procedures to
determine problems and any adjustments needed in the treatment process.
- Conducts tours of facilities; responds to plant emergencies; and
maintains a safe, clean and orderly work environment. * Performs and
assists maintenance staff and basic facility maintenance of assigned
facility as directed. * Performs other duties as assigned. Work
Environment/Physical Demands * Operate equipment used in a modern water
or wastewater treatment plant. * Perform laboratory procedures and
maintenance functions requiring manual dexterity and precision
movements. * Works with highly hazardous chemicals such as chlorine,
sulfuric acid and sulfur dioxide following strict ADOSH and Water
Resources departmental guidelines. * Enter data into a terminal to
calculate chemical usage. * Ability to lift and carry materials weighing
up to 50 pounds for distances up to 25'. * Moderate exposure to dirt,
dust, pollen, odors, wetness, humidity, rain,temperature and noise
extremes, fumes, hazardous materials, machinery, vibrations, electric
currents, traffic hazards, water hazards, bright/dim light, toxic
agents, disease or pathogenic substances. * Work rotating shifts,
