The City of Stockton Community Development Department is seeking to fill two Combination Inspector positions. The ideal candidate shall have worked in one or more of the following building construction trades: Building, Electrical, Plumbing, or Mechanical, and shall have excellent communication skills, be self-motivated, and able to work independently. The candidate must be able to work well with others in a team environment and possess great customer skills. Combination Inspectors work a 9/80 work schedule Monday through Thursday 7:00 am to 4:30 pm and Fridays 7:00 am to 3:30 pm with alternate Fridays off. Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association. Under general supervision, performs skilled building and related health and safety inspection work in the interpretation and enforcement of structural, mechanical, electrical, plumbing, zoning, and related codes and regulations, pertaining to new and existing building construction, remodeling, repair and use; performs related work as assigned. CLASS CHARACTERISTICS This is the entry-level class in the Building Inspection series. Initially under close supervision, incumbents perform inspections in specialty craft areas, such as building and related mechanical, electrical or plumbing. Inspections are of a more routine nature and incumbents learn City policies and procedures and specific techniques and methods for combination building inspection work and learn to perform combination inspections on single-family dwellings and duplexes. This class is alternately staffed with Combination Inspector II and incumbents may advance to the higher level after successfully completing a one-year probationary period and gaining one additional year of experience and demonstrating proficiency which meets the qualifications of the higher level class. PRINCIPAL DUTIES (Illustrative Only) * Conducts periodic inspections of construction or remodeling work under permit to enforce building and foundations, zoning, mechanical, plumbing, electrical work for compliance with related codes and regulations. * Prepares detailed reports on building conditions and violations and issues notices to correct code violations as required. * Advises property owners and contractors on matters relevant to construction and repair methods and materials; investigates and resolves complaints and problems. * Reviews plans and specifications for buildings and related construction involving installation, repair, replacement and alteration for use in performance of inspections; approves final inspection of construction for structural specifications and requirements in accordance with approved plans. * Inspects sites and buildings before construction or alteration to determine practicability of plans, compliance and regulations, and validity of permits. * Inspects building sites in process of construction, alteration, or repair for compliance with building and related codes and regulations for safe application of construction and installation practices; makes final inspections to clear permits. * Interprets codes and regulations, explains inspection programs, and gives advice relevant to construction and repair methods and materials and permit processes to owners, architects, engineers, contractors, lending institutions, realtors and utility companies in the field and office. * Prepares warning letters to negligent owners or contractors, and carries negligent cases through prosecution channels in situations of noncompliance. * Maintains records and files of permits and inspections made; may perform field surveys; prepares correspondence as required. * Maintains current knowledge of new construction methods, materials, techniques, and codes and regulations governing building inspection. MINIMUM QUALIFICATIONS Education/Experience: Possession of a high school diploma or GED and two years of experience as a journey-level craft worker in the building trades, or two years of experience in enforcing various building construction codes and ordinances. College level coursework in a pre-engineering or construction technology is desirable. Other Requirements: * Must possess a valid California Class C driver's license. * Must possess the physical mobility to inspect both industrial/commercial and residential establishments, including walking, climbing, bending, stooping, kneeling, crawling, pushing/pulling, twisting, balancing and reaching. * Must possess sufficient physical strength and stamina to lift and carry a ladder weighing up to 40 pounds at frequent intervals during the workday. * Must be willing to work out-of-doors in all weather conditions and on all types of terrain, including but not limited to roofs, scaffolding, stairs, ditches and various landscapes (uneven terrain) found at construction sites. * Must possess certification from the International Conference of Building Officials (I.C.B.O.) in one or more specialties such as building, electrical, plumbing or mechanical,ormust obtain certification within two years of appointmentas a condition of continued appointment.
