The Laboratory is a division of the City's Municipal Utilities Department, located at the Regional Wastewater Control Facility at 2500 Navy Drive in Stockton. The laboratory is open 7 days a week including holidays. Incumbents must be available to work weekends and holidays as scheduled. The laboratory provides analytical services to support the Wastewater, Water, and Stormwater utilities permit compliance activities. The scope of work performed includes numerous sampling programs, analyses for treatment plant process control, Title 22 disinfection monitoring requirements for public water supply systems, and microbiology analyses of the Revised Total Coliform Rule. Incumbents in this position are included in the Civil Service System in a "for cause" employment status, and are represented by the Operations and Maintenance Unit (Classified/Represented). This recruitment is being conducted as an Open/Promotional recruitment. Under general supervision, collects water, wastewater and related samples, and performs a variety of standardized tests and analyses on such samples; cleans and prepares laboratory equipment, glassware, reagents, and media; performs related work as assigned. CLASS CHARACTERISTICS This is a technical class providing varied support in the Municipal Utilities Laboratory. Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing standard analyses in the laboratory. This class is distinguished from the classes of Chemist and Microbiologist in that the latter are professional level classes, providing lead direction to technicians in addition to performing the more complex laboratory analysis using sophisticated laboratory equipment. PRINCIPAL DUTIES (Illustrative Only) * Collects and prepares water, wastewater, industrial wastes, receiving waters, and related samples for analysis. * Conducts standard physical, chemical, and biological analysis of such samples. * Conducts standard analyses on wastewater, domestic well, potable water, and industrial waste samples to determine if they meet federal and state requirements. * Prepares standardized reagents and media used in laboratory analysis. * Cleans and prepares compositing samplers, laboratory equipment and glassware. * Maintains laboratory in a clean and orderly condition. * Prepares and maintains a variety of logs, records, and reports related to the work performed. * Participates in the laboratory quality assurance program by reviewing and verifying records and reports. * Sets up and maintains bacteriological samples and prepares them for further testing. * Participates in sampling and monitoring on designated waterways; operates a boat. * Observes safe work methods, practices, and precautions; uses appropriate safety devices and equipment. MINIMUM QUALIFICATIONS Education/Experience: Possession of an Associate of Arts degree or completion of sixty semester units or equivalent quarter hours in an accredited college or university with major course work in chemistry or a closely related field or two years of technical experience in a laboratory setting. Additional experience as outlined above may be substituted for the education on a year-for-year basis. Other Requirements: * Must possess a valid California driver's license. * Must possess strength and stamina to lift and maneuver objects weighing up to 50 pounds. * Must be willing to work out-of-doors in all weather conditions and to work with exposure to unpleasant and hazardous materials, chemicals, gases, and other hazards. * Must be willing to work overtime, weekend days and may be called in for emergency shifts. * Must be willing to work with the constituents and odors associated with wastewater. * Must have visual acuity to determine the endpoint of colorimetric tests. Knowledge of: * Standard physical, chemical, and biological properties of treated and polluted water, potable water, and industrial and domestic wastewater; * Methods and techniques used in standard quantitative laboratory analysis; * Standard laboratory equipment and its use and care; * Methods for preparation of standardized reagents and media; * Methods of cleaning glassware and equipment used in laboratory analysis. Skill in: * Performing standard physical, chemical, and biological tests on treated and polluted water, potable water, industrial and domestic wastewater, and related materials; * Analyzing and interpreting standard laboratory test results; * Maintaining accurate and complete laboratory records; * Preparing standardized reagents and media; * Establishing and maintaining effective working relationships with those contacted in the course of the work; * Following oral and written instructions.
