This management-level position requires the incumbent to coordinate and implement programmatic requirements and goals. Plan and maintain effective working relationships and information networks with state and local entities and communities affected by program, to gain a better understanding of their interests and to facilitate and encourage participation. Along with the HMCC Program Manager, the incumbent will oversee all HMCC initiatives, including those that relate to the completion of PHEP, HPP, HMCC, and MRC grant deliverables. This role requires 24/7 availability in the event of a disaster, and requires flexibility to attend meetings and trainings outside of normal business hours. Additionally, the incumbent will serve as a 24/7 Duty Officer on a rotating basis. The position of HMCC Planning and Operations Coordinator also requires in-state travel, minimal out of state travel, and is expected to respond to support the department during local disasters and disease outbreaks. Reliable transportation required. The successful candidate will have the ability to establish and maintain effective working relationships with a diverse, multicultural community, organizations, and staff; to investigate and conduct research; conceptualize and organize project into manageable tasks; to meet deadlines; to interpret and follow-up on disease outbreak monitoring system; to compile healthcare Hazard and Vulnerability Analysis (HVA) reports; to prepare written reports; oversee administrative activities to include financial, procurement, property, personnel budget, and information technology; and must have excellent written and verbal communication skills, strong public speaking skills and strong attention to detail required. MINIMUM REQUIREMENTS * Bachelors degree in Public Health, Emergency Management or a health related field required * Minimum two years experience working with local boards of health, state and federal agencies and healthcare facilities strongly preferred. * Minimum two years experience with state and/or federal grants and workgroups related to Public Health and/or Emergency Management required. * Knowledge of Emergency Dispensing Site (EDS) plans, the Strategic National Stockpile (SNS) and CHEMPACK programs required. * Three years of supervisory experience required. * Three years of experience drafting, developing, and implementing high-level plans, policies, and budgets required.
