The H110 Marine Engineer works on the San Francisco Fire Department fireboats while under the direction of higher-ranking officers in the Department. A Marine Engineer has primary responsibility for maintaining all mechanical and electrical equipment on the fireboats in a condition of general readiness. This includes maintenance of the equipment, overhaul and repair as necessary, and operating the equipment in emergent and non-emergent situations. The Marine Engineer is also responsible for maintaining engine room logs and other records; completing all necessary reports, correspondence, and documentation; training personnel with regard to working aboard the fireboats; establishing and maintaining effective working relationships with crew members and members of the public; etc. A Marine Engineer may also be required to perform other duties as assigned. The Marine Engineer generally works a 24-hour shift, but may be required to work a standard 8-hour shift as needed to facilitate fireboat maintenance and repair (for instance, supervising drydock operations over an extended period).

The supplemental questionnaire consists of documenting specific experience related to serving as a Marine Engineer on a diesel-powered vessel.

VERIFICATION: A copy of the current valid Designated Duty Engineer (DDE) license issued by the United States Coast Guard for a diesel powered vessel of at least 2000 shaft horse power must be received by the Public Safety Team, Department of Human Resources, 1 South Van Ness, 4th floor, San Francisco, CA 94103 by the final filing date. NOTE: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. Pending the availability of permanent positions, candidates may be offered the option of working a limited number of shifts on an as-needed basis.
Each qualified applicant’s application and supplemental questionnaire may be reviewed by Subject Matter Experts with regard to how well the applicant’s experience matches the requirements of the position. Those candidates whose experience is determined to most closely match the requirements of the position will be invited to participate in a performance exercise. Possession of the minimum qualifications does not guarantee advancement in the process, and the decision of the screening committee is final. Qualified applicants will be notified by mail of the exact date, time, and location of the performance exercise approximately 30 days in advanced prior to test administration. Candidates must successfully complete the performance exercise to receive a final score. PERFORMANCE TEST (100%): The performance exercise will be designed to measure knowledge areas and abilities including, but not limited to the following: knowledge of the theory and operation of marine diesel engines, particularly of the type used in fireboats; knowledge of all installed auxiliary equipment such as piping, pumps, and compressors; knowledge of installed fire equipment and the basic laws of hydraulics and mechanics involved in its operation; knowledge of fuels and lubricants; knowledge of the operation and maintenance of marine electrical motors, generators, control systems, and other components; knowledge of safety procedures in hazardous conditions; knowledge of maintenance requirements of fireboats and related equipment; ability to plan, supervise, and participate in major and minor repair and maintenance overhaul of all installed machinery, systems, and equipment; ability to effectively perform the physical aspects of the job; ability to properly and effectively use Fire Department equipment; ability to think quickly and use good judgment in making decisions under stressful circumstances; ability to communicate effectively both orally and in writing to Department members, members of the public, and personnel from other agencies; and ability to efficiently complete and maintain all necessary records, reports, correspondence, and documentation as required in the performance of assigned duties.
ELIGIBLE LIST:
The duration of the eligible list resulting from this selection process will be two years, and may be extended up to 12 months upon approval of the Human Resources Director.
CERTIFICATION: The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores as described in Civil Service Rule 313.3.1. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Before appointment, eligibles must pass a thorough physical examination by the Department Physician. This exam includes a urine test to screen for the presence of drugs or alcohol. Appointees must also pass an additional physical exam prior to the completion of their probationary periods. 3. In compliance with the Department of Transportation Omnibus Transportation Employee Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, drug and alcohol testing for employees in “safety-sensitive” positions are required. All Marine Engineer positions qualify as “safety-sensitive” as defined by the FMCSA and FTA regulations. Applicants selected for safety-sensitive positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding two years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history. 4. After appointment to a permanent position, the employee must serve a twelve-month probationary period during which the employee must demonstrate the ability to perform the work assigned to the position. Examination scores will be standardized. 9.
