    Job Description

    PROJECT NAME: Power Enterprise Marketing, Communications, and Outreach

    THE PROJECT: The Power Communications team works across CleanPowerSF and Hetch Hetchy Power programs, and we are responsible for customer notifications, digital communications, social media, traditional media, community engagement, marketing, advertising, and public relations. The 1312 Public Information Officer will create communications content, manage public information projects, perform analytical functions, and provide communications support to SFPUC Power Enterprise programs.

    THE POSITION

    Join our dynamic, passionate team and help build the future of clean energy! The SFPUC is expanding access to clean energy for all San Franciscans through its CleanPowerSF and Hetch Hetchy Power programs. We currently serve about 70% of the electricity demand in San Francisco and we are looking for a detail-oriented, well-organized marketing and communication specialist to help us retain customers, communicate and market programs, create information and education materials, conduct market research, and support our customers and stakeholders through community engagement and outreach.

    ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE:

    • Stakeholder Engagement and Outreach: Help develop and implement strategies for engaging stakeholders, manage, schedule, and execute community and stakeholder meetings, manage regular stakeholder communications, conduct proactive community outreach, and serve as a primary point of contact for individual stakeholders and stakeholder groups.

    • Social Media: Be the “voice” of clean energy for the SFPUC by producing creative, relevant, and timely content for Twitter, Facebook, Instagram, NextDoor, LinkedIn, and other social media platforms.

    • Community Events: Develop a strategy and plan for participating in local community events such as neighborhood fairs, festivals, movie screenings, receptions, corporate events, school events, and neighborhood group presentations; manage logistics, scheduling, materials, and staffing.

    • Project Management: Oversee and manage specific communications projects such as marketing campaigns for new customer programs, legally-required customer notifications, community engagement for CleanPowerSF’s Integrated Resource Plan (IRP), and drafting quarterly reports or presentations for the SFPUC Commission, SFPUC Citizens Advisory Committee (CAC) and/or other public bodies. 

    • Customer service:  Respond to direct inquiries from customers as needed, work with internal staff and third-party vendors to ensure that complex customer service requests are routed and responded to efficiently, provide updated talking points and program information to Call Center staff on a regular basis.

    • Customer communications: Manage the execution of monthly and annually required customer communications and mailings, work with internal staff and third-party vendors to ensure SFPUC communicates in a timely fashion with 380,000+ customers.

    • Public Relations: Provide support as needed on policy or legislative matters, media relations (e.g. press releases, media events), and/or constituent or customer issues; maintain good working relationships with industry and environmental groups on behalf of the SFPUC.

    • Content creation: Develop compelling and creative content for social media, e-newsletters, marketing collateral, website pages, and other Power Enterprise communications. Maintain a monthly content calendar for SFPUC energy initiatives. 

    • Racial Equity: Support implementation of the SFPUC’s Racial Equity Action Plan, attend internal racial equity meetings, integrate equity into all Power communications projects.

    • Other:  Perform related duties as assigned.

    If you are interested in a job like this, we are looking for people that have the following minimum qualifications: 

    EDUCATION Possession of a baccalaureate degree from an accredited college or university with major course work in public relations, journalism, English, mass communications, public administration, public policy or a related field AND

    EXPERIENCE Two (2) years of professional experience in public affairs, public information, editorial, newspaper, magazine, radio, television, public relations social media, digital engagement, advertising or similar work involving collection and dissemination of news and information wherein the preparation or direction of informational material for mass media on the development of public information program was a major part of the position.

    Substitution:

    1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

    2. Possession of a Master’s degree from an accredited college or university in public relations, journalism, mass communications or a closely related field may substitute for one (1) year of the required experience.

    DESIRABLE QUALIFICATIONS: 

    The below stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

    • Excellent written, verbal, and presentation skills
    • Attention to detail and ability to manage multiple projects simultaneously
    • Proficient with web and print authoring tools such as Adobe Acrobat, WordPress, etc.
    • Experience with customer relationship management (CRM) systems such as  Salesforce’s Marketing Cloud or MS Dynamics
    • Experience using social media platforms for professional purposes
    • Interest in clean energy, sustainability, and the environment
    • Experience conducting community outreach or supporting public awareness campaigns

    • COMPENSATION: The normal annual salary range is $82,810-$100,646 
    • APPOINTMENT TYPE: Temporary Exempt (TEX): This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.
