    Job Description

    The Department is seeking applications for an 1840 Junior Management Assistant position. In addition to performing the range of duties assigned to the 1840 job class, the person in this position will assist in conducting and organizing the Department’s purchasing activities and election-specific logistics, services and programs. Specifically, the 1840 Purchasing and Logistics Coordinator will be responsible for:

    PURCHASING: Purchasing responsibilities include review of departmental purchasing requests, and procurement of supplies, materials, equipment, and services for the Department. The person in this position maintains responsibility for acquisition of suitable products and services, at the best price and within the delivery time required, while ensuring that that all purchases conform to City and County of San Francisco policies. The person in this position will also assist with contracting, working with City agencies, such as the Civil Service Commission and the Office of Contract Administration, in preparing and monitoring the executed contracts.

    LOGISTICS COORDINATION: The person in this position maintains responsibility for coordinating various election activities and serving as liaison to other City agencies and departments such as City Hall Building Services, Reproduction & Mail Services, Sheriff's Department, Central Shops, Department of Public Works, and the United State Postal Service. Other election specific responsibilities include preparation of rental plans for approximately 200 vehicles each election, including coordinating delivery and return of the vehicles; preparation of plans for the space required to execute various election processes for each election and coordinates various office support services.

    ELECTION SERVICES AND PROGRAMS: The person in this position participates in the development and implementation of practices aimed at increasing the effectiveness and efficiency of the divisional processes, reducing administrative costs, and further streamlining services in anticipation of the future needs of San Francisco voters. Assists with the implementation of new programs and/or processes for the purpose of achieving organizational objectives and ensuring compliance with legal requirements.  Hires, trains, and oversees personnel assigned to serve as Voter Guides in the City Hall Voting Center.

    The ideal candidate should have a demonstrated ability to: 1) Plan, organize, and direct large, complex, logistical and purchasing operations involving a large number of personnel and locations; 2) Multitask and manage heavy peak workloads and statutory deadlines; 3) Interpret, explain and enforce the provisions of governing laws and regulations; and 4) Establish and maintain effective working relationships with division managers, other city agencies, and the general public.

    POSITION SALARY:

    $36.9875 TO $44.975 HOURLY

    $76,934 TO $93,548 ANNUALLY

    MINIMUM QUALIFICATIONS

    Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function;

    Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
