    APPOINTMENT TYPE: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

    The Transit Car Cleaner Unit Manager manages and oversees the Fleet Appearance Unit responsible for keeping transit vehicles in a clean and sanitary condition. This position carries out, explains, and enforces proper and safe methods and procedures related to the cleaning, sanitation and upkeep of transit vehicles; keeps routine records of cleaning activities.

    ESSENTIAL DUTIES:

    • Develops work plans and conducts meetings to keep staff informed and updated on procedures, safety issues and other pertinent information.
    • Supervises, train, coach, monitor and evaluate supervisors, car cleaners and community service workers (SWAP, Workfare, Project 20, etc.) taking appropriate step to improve performance and cleaning standards.
    • Ensures that transit vehicles are clean and sanitized, reviewing and inspecting vehicles as necessary; maintain status of cleaning supplies inventory, equipment, and safety data sheets.
    • Provides senior management with practical options and recommendations regarding potential cost over-runs or other budget issues.
    • Works with other managers and staff, regularly meeting to evaluate important goals, responsibilities, safety issues, policies, and procedures.
    • Establish, promote, and maintain effective working relationships and collaborating with co-workers and others; provide management advice to top-level administrative authority.
    • Ensures that assignments are distributed fairly and equitably and completed in a timely and professional manner in accordance with established safety procedures and San Francisco Municipal Transportation Agency polices
    • Reads and understands Safety Data Sheets, disseminating information to staff as needed
    • Uses computer for research and software applications such as Microsoft Word and Excel for data entry and for creating and completing logs, reports, statistics etc.;
    • Establishes, promotes and maintains effective working relationships with co-workers and others;
    • Performs other duties as required.

    MINIMUM QUALIFICATIONS:

    1. Bachelor’s Degree from an accredited college or university; AND
    2. Five (5) years of fulltime verifiable experience as a transit vehicle cleaner with three (3) years of management and supervisory duties; AND
    3. Possession of a valid Class C driver ‘s license

    SUBSTITUTION: Additional qualifying experience may be substituted for the required education on a year-for-year basis. One-year (2000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units. 

    Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

    NOTE: This position may require obtaining and maintaining a Commercial Class B driver’s license with appropriate endorsements as required by the DMV within six (6) months of notification.

    DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

    • Knowledge of cleaning procedures, materials, chemicals and disinfectants used in transit vehicle cleaning, the safe and proper use of a variety of cleansing agents, chemical disinfectants and other materials.
    • Knowledge of principles and practices of organization, administration, fiscal and personnel management; Federal, State, and local laws, rules and regulations pertaining to assigned area of responsibility.
    • Ability to analyze, prioritize, and plan staff work and training schedules, equipment inspections, cleaning schedules and resolve problems. Manage, plan, organize, and direct the activities of assigned area of responsibility.
    • Train, motivate, evaluate, and counsel staff. Speak in a precise, courteous, and understandable manner. Listen with understanding and comprehension using appropriate terminology when speaking about technical matters. Deal tactfully and effectively with staff, government officials and the public.
    • Present facts clearly and concisely orally and in writing. Use a computer for job related research and to use software applications such as Microsoft Word and Excel to prepare, review and generate logs, present comprehensive reports, or statistics.
    • Promote, establish, and maintain effective working relationships with co-workers; be a team player and function effectively under stress. Maintain a professional demeanor.

    SELECTION PROCESS: Applications will be screened for relevant qualifying experience.     DRUG TESTING: The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9172 Manager II is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655).  Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing.  All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time.  Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll.  The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.   In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history.  Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules.  SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.
