    Job Description

    This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

    POSITION DESCRIPTION

    Under the general direction of the Learning and Organizational Development (L&OD) Manager, the Learning and Development Induction Manager will be responsible for managing the day-to-day functions in several areas of L&OD.

    ESSENTIAL DUTIES AND FUNCTIONS

    1. Managing induction training by acting as a liaison for hiring, representing the L&OD Manager in meetings with stakeholders, and managing classroom needs and resources for trainers and trainees.
    2. Redesigning the Eligibility Worker Induction Training by evaluating the current de-centralized offerings and creating consistency across programs, including evaluation standards for trainees, coordinating and facilitating ESSS Integration Training by collaborating to develop and implement training plans, manage materials development and coordinate training roll-out.
    3. Coordinating CalSAWS Training Rollout through meeting with CalSAWS project teams as well as internal HSA teams to plan and coordinate CalSAWS training for new and current staff.
  • Qualifications

    Qualifications

    1.       EDUCATION: Possession of a Baccalaureate Degree from an accredited college or university in Psychology, Human Resources, Public Administration, Business Administration, Management or a closely related field;

    AND

    2.       EXPERIENCE: Three (3) years of verifiable professional experience developing various types of selection procedures used to hire or promote employees, of which two (2) years must have included verifiable professional experience in the development, implementation, delivery, and/or evaluation of various training programs.

    SUBSTITUTIONS:

    Education Substitution: Additional qualifying work experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

    Experience Substitution: A Master’s Degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, Management or a closely related field may substitute for one (1) year of experience.

     

    DESIRABLE QUALIFICATIONS:

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

    • Experience training public service eligibility programs (CalFresh, Medi-Cal, CalWORKS, and CAAP/ General Assistance)
    • Experience training eligibility determination systems (CalWIN, CalHEERS, MEDS)
    • Experience implementing change management processes at a large-scale
    • Experience developing, delivering, and implementing solutions within strategic planning cycles
    • Emotional intelligence and interpersonal skills
    • Ability to tolerate ambiguity and be comfortable engaging in self-driven activities
    • Strong work ethic, professional transparency, and sound business acumen
