    Job Description

    Under general supervision, performs skilled line work in the installation, maintenance and repair of overhead and underground lines for police and fire alarm signal, traffic control, and communication systems, Street Lighting, distribution lines of systems under 600 volts; and performs related duties as required.

    Requires responsibility for: carrying out existing methods and procedures involving line construction, maintenance and repair activities; keeping routine records of work time and materials used. Nature of work involves considerable physical effort and dexterity in the use of fingers, limbs and body; frequent exposure to natural elements and working conditions where serious accidents or injuries may occur.

    ESSENTIAL FUNCTIONS:

    1.       Installs, repairs, and maintains high tension overhead transmission systems under 600 volts, related feeder lines, towers and poles; performs such maintenance activities when lines are energized as well as de-energized.

    2.       Installs and maintains underground cables and feeders and related auxiliary equipment.

    3.       Installs and maintains air raid sirens, fire alarm boxes, telephone systems, traffic signals, block and warning signals and street lighting circuits; maintains alarm bells and telegraphic equipment in fire stations; trouble shoots, locates and repairs circuits in the communications systems.

    4.       Tests, inspects, repairs, and replaces traffic signal, street lighting circuits, fire alarm and police call boxes; patrols and inspects overhead lines and circuits to identify faulty or worn parts relative to necessary replacement and repair.

    5.       Operates power auger to dig pole holes; sets, plumbs and anchors poles; repairs and replaces cross-arms and related hardware and strings transmission/communication lines and wires. Operates bucket trucks in the installation and maintenance of traffic signals, street lighting and overhead line construction.

    6.       Splices and makes repairs to aluminum and copper conductors; cleans and paints transmission, siren and radio towers and power line poles; patrols and inspects transmission/communication lines and removes trees or other obstructions on line right-of-way.

    7.       Overhauls and replaces switches, circuit breakers and fuses; cleans and washes insulators with special "hot line" equipment.

    8.       May perform general electrical maintenance work on domestic and other type of wire facilities and equipment.

    9.       May be tasked to “Lead a crew of Line Helpers or Laborers” at times depending on the job and departmental need.

     

    NATURE OF THE WORK:

    Position(s) may involve considerable physical effort and dexterity in the use of fingers, limbs and body and frequent exposure to all weather conditions and working conditions where serious accidents or injuries may occur. Shift work and overtime may be required. Climbing of wood poles, towers, and other supporting structure, and working in elevated positions is required. Employees must be proficient in the safe use and operation of digger derrick equipment, cable installation machinery and aerial lifts. Employees in this job Class are subject to stand-by, pre-arranged and call-out duty.

    EDUCATION:

    Completion of a State Certified electrical line apprenticeship program; OR

    EXPERIENCE:

    Specialty A: Three (3) years of verifiable work experience as a journey-level line worker working with pole and tower distribution systems between 120V and 600V, with the construction, installation, maintenance and repair of overhead and underground electrical power distribution systems; OR

    Specialty B: Three (3) years of verifiable work experience as a journey-level line worker working with pole systems, construction, installation, maintenance and repair of overhead lines, communication systems and underground communication systems.

    SUBSTITUTION: For Specialty B: Completion of a Lineman college program with a minimum of 500 hours of which at least 375 hours must be field training that includes pole climbing can substitute for one (1) year of the required work experience.

    LICENSE/CERTIFICATIONS:  Possession of a valid California driver's license.

    SPECIAL CONDITIONS: All SFPUC positions require a Class B California driver's license.

    SAFETY SENSITIVE POSITION REQUIREMENTS: The City and County of San Francisco’s Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in “safety-sensitive” positions. This Class 7338, Electrical Line Worker position qualifies as “safety-sensitive” as defined by the FMCSA and FTA regulations. The selected applicants for “safety-sensitive” positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA “safety-sensitive” position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding three (3) years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.

    SELECTION PROCEDURES

    MINIMUM QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: QUALIFYING):

    Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application at a later time. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position.     PERFORMANCE EXAMINATION (PASS/FAIL)

    Candidates will be required to demonstrate proficiency in the use of a bucket truck in order to attach an overhead connection to a street light pole, hand an arm, and a luminaire. Additionally candidates will be required to demonstrate proficiency in climbing poles. Candidates will only be allowed one attempt for each task. Failure to successfully complete these tasks will disqualify the candidate from participation in the remainder of the examination. (Candidates should dress appropriately and bring a hard hat, gloves and protective glasses to the examination).

    Candidates must pass the Performance Examination in order to continue to the Oral Examination process.  Note: The Oral Examination will be administered on the same date as the Performance Evaluation.

    ORAL EXAMINATION (WEIGHT – 100%)

    Candidates will be tested to determine their relative knowledge, abilities and skills in job-related areas. Those areas to be tested may include but not limited to: knowledge of electrical theory and practice as applied to field maintenance and repair problems of low voltage transmission and distribution lines; ability to install, repair, replace and maintain equipment; knowledge of safety requirements and procedures; knowledge of tools and techniques necessary to work on energized lines. A written exercise may be administered as part of the process. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

    A passing score must be achieved on THE PERFORMANCE AND ORAL EXAMINATION in order to continue in the selection process and be placed on the eligible list.

    ELIGIBLE LIST/SCORE REPORT

    ELIGIBLE LIST DURATION: The duration of the eligible list resulting from this examination process will be 6 MONTHS, and may be extended with the approval of the Human Resources Director. 

    CERTIFICATION RULE: The certification rule for the ranked eligible lists resulting from this examination will be RULE OF 3 SCORES. The department may administer additional position-specific selection procedures to make final hiring decisions.

    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
