    Job Description

    ** APPOINTMENT TYPE:** Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

  • Qualifications

    Qualifications

    ** Minimum Qualifications:**

    1. Possession of a Baccalaureate degree from an accredited college or university; AND
    2. Four (4) years of experience in Human Resources and/or Mass Transit compliance areas specifically in substance abuse programs, commercial vehicle licensing compliance including DOT medicals, and/or drug & alcohol compliance. This experience must have included interpreting laws and regulations, and exercising independent judgment in the application of defined principles, practices, and regulations; AND
    3. Three (3) years of the above experience must include supervising staff who interpret laws and regulations and exercise independent judgment in the application of defined principles, practices, and regulations.

    ** Substitution:**

    Additional qualifying experience in Human Resources or Mass Transit as described above may be substituted for the required education on a year-for-year basis. One year (2000 hours) will be considered equivalent to 30-semester units/forty-five (45) quarter units.

    ** Notes** :

    1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

    2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

    ** Additional Requirements:**

    Once appointed, the incumbent for this position will be expected to obtain a Department of Transportation (DOT) Drug and Alcohol certification within 6 months of the hire date.

    ** Desirable Qualifications:**

    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

    • Knowledge and professional experience with federal drug testing requirements outlined in Department of Transportation (DOT) 49 CRF Part 40, as well as all other federal, state and local laws/regulations related to substance abuse in public transit agencies.
    • Knowledge and professional experience with Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA) regulations pertaining to license requirements and drug & alcohol testing.
    • Possession of a current, valid Substance Abuse Professional certification.
    • Experience with Diversity Equity and Inclusion programs.
    • Experience working with safety-sensitive positions in an FTA-regulated working environment.
    • Formal Presentation Skills - Develops and articulately delivers compelling, professional formal presentations to group audiences.
    • Experience in the collection and review of data analysis and the ability to focus on key metrics.
    • Excellent project management skills.
    • Excellent conflict resolution skills.
    • Strong team player and team-building skills.
    • Management experience in Human Resources.
    • Strong customer focus; excellent interpersonal communication skills.
    • Proficiency using Adobe Acrobat application software.
    • Proficiency using Microsoft Office products, including PowerPoint.
