    Job Description

    The  San Francisco Department of Public Health (DPH) 0923 Manager II - Government Affairs Liaison will be responsible for fostering an open and positive relationship between DPH, the Board of Supervisors, and other governmental entities. This position will identify policy issues and implementation questions that require collaborative thought; track key areas of concern and develop a strategy with DPH leadership for informed response. 

    Essential duties include:

    • Works in close collaboration with DPH executive leadership and members of the Board of Supervisors (BOS) to facilitate and communicate how best to manage COVID-19 and ensure that DPH and the City is equitable in its strategies and goals to develop the necessary legislation to protect the City.
    • Cultivates and maintains positive and effective working relationships with all internal and external stakeholders including policy makers, community stakeholders, and larger city community.
    • Develops a cooperative and collaborative communication strategy between DPH and the BOS regarding the COVID-19 work program and its legislative, community and operational issues.  
    • Collaborates with BOS and DPH to solicit community input and stakeholder feedback on DPH concepts.
    • Monitors, analyzes, and evaluates legislation and regulation issues that may impact DPH. 
    • Recommends operational changes, alternative policies and procedures necessitated by legislative mandates. 
    • Maintains awareness of official DPH positions on issues of importance and provides informed responses to policy issues, implementation questions and all other inquiries from BOS, Mayor’s office and other critical stakeholders.
    • Develops comprehensive metrics and key performance indictors to track, assess and report on the effectiveness of strategies, existing, and new programs. 
    • Regularly provides status reports to DPH and BOS.

    The 0923 Manager II - Government Affairs Liaison performs other related duties as assigned/required.

  • Qualifications

    Qualifications

    EDUCATION: Possession of a baccalaureate degree from an accredited college or university; AND

    EXPERIENCE: Four (4) years of professional experience in policy or legislative work for local, state, and federal governmental affairs, including community engagement, communications, and/or public relations.

    EDUCATION SUBSTITUTION:  Additional experience as described above may substitute for the education requirement on a year-for year basis. One year (2,000 hours) of additional work experience will be consider equivalent to 30 semester or 45 quarter units.

    EXPERIENCE SUBSTITUTION: Possession of a master’s degree or higher may be substituted for one (1) year of the required experience.  

    One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

    DESIRABLE QUALIFICATIONS:

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Supervisory experience;
    • Experience in public health community engagement;
    • Master’s or higher in Business Administration or Public Administration;
    • Experience in policy and legislative work.

    • COMPENSATION:  $124,072.00 - $158,366.00 Yearly. For additional compensation information click here.
    • EXAMINATION PLAN for this recruitment consists of completion of a Minimum Qualifications Supplemental Questionnaire (MQSQ), a Supervisory Test Battery (STB), and a Supplemental Questionnaire (SQ) Examination. 
      • MQSQ (WEIGHT - QUALIFYING): Applicants will be prompted to complete an MQSQ as part of the online application process. All applicants must complete the MQSQ and it must be submitted with the application by the final filing deadline. The information provided on the MQSQ must be consistent with the information on the application and is subject to verification. Applicant responses to the Minimum Qualifications Questionnaire will be used to assist in determining if applicants meet the minimum qualifications for the position.
      • STB EXAMINATION (WEIGHT - 40%): __ Invitations to participate in the STB will be sent to qualified candidates who meet the minimum qualifications.  A passing score must be achieved on the STB in order to move on to the SQ Examination.
      • SQ EXAMINATION (WEIGHT - 60%):_ _The SQ will be sent to those qualified candidates who pass the STB at a later date. Candidates will be required to submit the completed SQ in the time frame indicated. A passing score must be achieved on SQ in order to be placed/ranked on the Eligible List. After the confidential eligible list/score report is adopted, the department may administer additional selection procedures to make a final hiring decision.
    • ELIGIBLE LIST DURATION resulting from this examination process will be six (6) months.
    • CERTIFICATION RULE for the eligible list resulting from this examination will be Rule of the List.
