    Job Description

    WHAT YOU’LL BE DOING Under administrative direction of the Deputy Director for Programs, the Manager of Supportive Housing oversees the Department of Homelessness and Supportive Housing’s entire Supportive Housing portfolio, including youth, adult and family supportive housing sites and programs. This position is a part of HSH’s Leadership Team, works closely with its directors and managers to implement HSH’s strategic goals and plays a key role in planning and implementing the Department’s strategic goals related to supportive housing. EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Evaluates procedures, identifies and analyzes problems and issues, and implements and documents new procedures of the supportive housing section for the Department
    • Plans, organizes and manages day-to-day operations of HSH’s supportive housing portfolio, including supervision of Program Support Analysts and their staff
    • Supervises Senior Behavioral Health Clinician, and oversees supervision of their staff 
    • Implements and oversees training for Program Support Analysts who manage contracts with service providers overseeing 6500 beds
    • Works collaboratively with other divisions and City departments on complex systems and program development; coordinates healthcare-related services for supportive housing sites with the Department of Public Health 
    • Plans and coordinates the integration of supportive housing program and section into Coordinated Entry system
    • Identifies and develops new relationships for housing services for formerly homeless clients, including developing partnerships with nonprofits, housing providers, service providers and other City departments
    • Manages Departmental responses to client grievances in collaboration with Mayor’s Office of Disability
    • Represents the Department on various local boards and councils related to supportive housing, homelessness and housing issues
    • Coordinates with internal and external stakeholders to support the stabilization and maintenance of buildings in the supportive housing portfolio 
    • On call for after hours and weekend emergencies for all supportive housing sites
    • Assists in budget planning and identifying new funding sources for supportive housing portfolio
    • Aids in implementing HSH’s five-year strategic framework

    MINIMUM QUALIFICATIONS

    Applicants must meet the following minimum qualification requirements by the final filing date unless otherwise noted.

    EDUCATION: Possession of a Bachelor’s degree from an accredited college or university; AND

    EXPERIENCE: Five (5) years of professional experience in homelessness and/or supportive housing.

    SUBSTITUTION: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years.  One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.  

    Possession of a Master’s degree (or advanced graduate degree) from an accredited college or university in social work, psychology, public health, business administration, public administration, non-profit management, or a closely related field may substitute for one year of experience. 

    DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Knowledge of policies and operations of large residential programs, including Permanent Supportive Housing. 
    • Minimum of two (2) years of supervisory experience, preferably supervising other supervisors. 
    • Experience with homeless families, single adults, seniors, and transitional aged youth, or other marginalized populations.
    • Academic degree specializing in social work, psychology, public health, business administration, public administration, non-profit management, or a closely related field.
    • Experience managing large contracts and/or grants, including the procurement process, monitoring of contracts and reporting.

    SELECTION PROCEDURES/EXAMINATION REQUIREMENTS: This is a Position Based Test conducted in accordance with Civil Service Rule 111A. Supervisory Test Battery: (Weight: 40%) Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management.     A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

    This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

    Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

    Training and Experience Evaluation (Weight: 60%): Candidates who pass the Supervisory Test Battery will be sent a Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List.  Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

    The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.  Certification:  The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. SALARY RANGE: $124,072 to $158,366
