    Job Description

    The Local and Regional Policy and Government Affairs (PGA) Manager will coordinate complex policy and government affairs duties for the SFPUC, shepherding legislation through the local and regional legislative process and responding to constituent requests from elected officials. 

    • Fill Type: Permanent  Exempt   ("At Will")                 
    • Duration: Shall not exceed 36 months 
    • Time Commitment: Full-Time 
    • Work  Schedule:  Regular     
    • Salary:  0923 Manager II   (Range A)  $124,072 to $158,366 annually

    ESSENTIAL DUTIES: 

    • Develop, evaluate, coordinate, and manage complex policy projects related to the SFPUC and advocate for policy and procedures that advance the core mission of the department. 
    • Make policy recommendations on a variety of complex policy and legislative issues impacting SFPUC enterprises and bureaus. 
    • Develop legislative strategy for advancing policy priorities at the local and regional level including in-depth support for the SFPUC budget and rate setting processes.
    • Manage constituent requests from local and regional elected officials and facilitate resolution.
    • Draft position statements, talking points, issue briefs, comment letters and other responses to regulations and policies proposed by legislators. 
    • Prepare and/or deliver public presentations.
    • Track and communicate effectively with SFPUC staff regarding relevant policy proposals, legislation, regulation, or trends. 
    • Build and maintain strong collaborative working relationships with elected officials, membership associations and other stakeholders to advance policy priorities. • Work with PGA Director and other PGA managers to evaluate and implement goals and responsibilities of the department. 
    • Supervise, train, and monitor the activities/assignments of public service aides.

     

    _Class 0923 Manager II performs other related duties as required. _

  • Qualifications

    Qualifications

    If you are interested in a job like this, we are looking for people that have the following minimum qualifications: 

    EDUCATION

    Possession of a bachelor’s degree from an accredited college or university preferably in political science, public administration, public policy, law, or a closely related field; AND

    EXPERIENCE

    Three (3) years of progressively responsible experience in policy development, legislative advocacy, and government relations with a public agency, non-profit entity, or elected official.

    _Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to two years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.  _

    DESIRABLE QUALIFICATIONS: 

    The below stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

    • Master’s degree in political science, public administration, public policy, law, business administration or a closely related field;
    • 1 year of supervisory experience; 
    • Demonstrated influencing skills;
    • Proven independent worker and analytical thinker with the ability to identify problems, conduct research and recommend strategies to meet policy objectives;
    • Established exceptional communication skills, both written and oral, and ability to influence and build coalitions and relationships;
    • Demonstrated team-oriented mind-set and ability to collaborate and ability to negotiate for the overall best outcome;
    • Proven critical thinking capacity as well as the ability to properly exercise judgment and discretion in matters of significance;
    • Demonstrated  high level of maturity, professionalism & discretion, integrity, accountability, and a discerning individua is highly desired; and 
    • Proven high degree of initiative; self-starter, ability to multi-task with competing priorities, and demonstrates attention to detail with quick turn-around.
