    Job Description

    APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

    As the Program Manager, you will develop the Digital Services program within the City and help strengthen our infrastructure. You will oversee various projects that will help accelerate the work done by the Digital Services team. You are a seasoned professional who is ready for a challenge that will not only help shape the future of the Digital Services team and our work, but how digital services are carried out throughout the City and County of San Francisco.

    You love wearing different hats and are not afraid to roll up your sleeves and do whatever it takes to move projects forward. You will play a key role in the planning and execution of various strategic initiatives on the team. You will help drive existing projects over the finish line and define and prioritize future projects for the team.

    You understand that the government is a difficult environment to work in and we are constantly under-resourced but asked to do more. This doesn’t scare you but you see it as a challenge that you look forward to solving. You know that systemic change takes time, persistence, and patience, all of which are your strong suits.

    In this role, you will have the opportunity to revamp the City’s hiring practices for technologists. You will work to help streamline the challenges faced by Digital Services and other City departments who procure technology solutions. You will help create an internal and external strategy to help Digital Services tell our story to City stakeholders, San Franciscans, and other government agencies around the world who are facing similar challenges. There are plenty of problems that need to be solved and you will drive these projects and track the impact along the way.

    IN THIS POSITION YOU WILL:

    ●    Manage the implementation of projects and initiatives in collaboration with a cross-functional team and City stakeholders (technology classification revamp, procurement streamlining, etc.)

    ●    Maintain external relationships with City departments and community partners

    ●    Represent Digital Services in multi-sided conversations about changing City processes or practices

    ●    Help synthesize and consolidate learnings from our many projects and stakeholder engagements

    ●    Document and share practices both internally across programs, as well as to external audiences, by writing and editing articles, blog posts, web copy, and training content

    ●    Work to solidify and document the foundations of Digital Services, from our job classifications to our onboarding processes to our procurement standards

    ●    Proactively identify and explore opportunities for process improvement across the Digital Services team, including how information is shared and executed

    ●    Support the development and implementation of citywide standards for digital practice in collaboration with the Committee on Information Technology, Department of Technology, and other stakeholders

    ●    Manage programs, operational activities, and projects to advance the goals of Digital Services and improving digital services across the City

    ●    Monitor the work of consultants and contractors working on relevant projects

    ●    Work with other Digital Services managers and staff to evaluate and implement goals, responsibilities, policies, and procedures

    ●    Monitor the work of and coaches subordinates to improve performance

    ●    Evaluate procedures, identifies and analyzes problems and issues and implement and document new procedures for the team

    ●    Assist in developing and implementing operational policies to ensure the efficient operation of Digital Services

    ABOUT YOU:

    ●    Highly organized and creative problem solver with strong project management skills, attention to detail, successful follow-through, superb execution, and the ability to prioritize across multiple projects and workflows.

    ●    A savvy multi-tasker and generalist who drives strong tactical delivery and implementation on projects, while also connecting dots and integrating learnings from across projects.

    ●    Peer leader who can work collaboratively with employees across disciplines (engineering, product, UX, service design, research, and data) and at all levels of the organization, and is proactive around team and external communications.

    ●    Strong verbal and written communicator, with the ability to build internal alignment and visibility, and to find common ground and build relationships across different City departments and community organizations.

    ●    Navigates ambiguity successfully, flourishes with minimal guidance, and knows when and how to engage key stakeholders and when to consult for advice on decision-making.

    ●    Understand the challenges faced by government staff and always lead with empathy and patience.

    IT’S A BONUS IF YOU HAVE:

    ●    Have working proficiency  in traditional Chinese, Spanish, and/or Filipino.

  • Qualifications

    Qualifications

    1.  Possession of a baccalaureate degree from an accredited college or university; and

    2.  Three (3) years of professional experience in one or more of the following functional areas: project management, stakeholder management, internal and external communications, personnel administration or public administration.

    Substitution:  Applicants may substitute up to two (2) years of the required education with additional qualifying experience.  One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

    COMPENSATION:  $131,248 to $167,492 annually
