    Job Description

    Various departments of the City and County of San Francisco work together to provide people experiencing homelessness with care and services, including housing, benefits, and healthcare. HSH has come together with these City partners, as well non-profit service providers and other stakeholders, to streamline the delivery of these services, which has improved client experience, quality of care, and client outcomes. The CalAIM/EPIC Analyst will be responsible for managing two connected work streams related to such initiatives. Project: CalAIM

    ●    Many county efforts to integrate safety net systems and improve quality of care are now taking place under a statewide initiative known as ‘California Advancing and Innovating Medi-Cal’ (CalAIM). Under this initiative, Medi-Cal will cover services related to housing and homelessness. The CalAIM/EPIC Analyst will manage various projects within San Francisco’s CalAIM implementation, including data exchange for program operations and billing, training and resources for community based homeless service organizations to meet Medi-Cal compliance standards, relationship management with key leaders, subject matter experts, and teams within HSH and across various agencies.

    Technology: EPIC and Data Integration ●    The efforts above hinge on the ability of departments and providers to share data and coordinate care. New IT products are being implemented in San Francisco to support these activities, chiefly the EPIC Electronic Health Record system. EPIC is still being implemented throughout the County, including in HSH and the Homelessness Response System. The CalAIM/EPIC Analyst will work with cross-functional teams to plan and implement data exchange between EPIC and HSH’s main system of record, the ONE system (San Francisco’s Homeless Management Information System). 

    Essential duties include but are not limited to:

    ●    Leads complex project planning and project management related to the CalAIM Medi-Cal reform initiative, and EPIC integration and implementation for the Homelessness Response System.

    ●    Coordinates cross functional teams including members of the HSH Programs, IT, ONE System, Contracts, and Executive Teams; San Francisco’s Department of Public Health and Human Services Agency; and San Francisco’s two Medi-Cal Managed Care Plans, the San Francisco Health Plan and Anthem. Advances work plans with these stakeholders toward the achievement of CalAIM project milestones and deliverables. 

    ●    Represents HSH in meetings with state agencies (above all the State Department of Health Care Services) and brings information back to local CalAIM planning forums to inform implementation. 

    ●    Work with HSH and DPH stakeholders to identify opportunities to improve services through data sharing. Identify business needs and data sharing solutions; uses technical experience with data processing tools to analyze, process, and integrate client records.

    ●    Directs, oversees, and designs and develops necessary reports in consultation with key divisions within HSH and/or City partners to establish shared understanding of reporting requirements and specific data metrics.

    ●    Develops complex data sharing agreements to integrate client data from multiple source systems. Drafts agreement terms, reviewing with subject matter experts and counsel, facilitates executive review, incorporates input from various parties, and routes for execution, and serves as the point person for such agreements and their implementation. 

    ●    Project manages special initiatives, including developing project plans, facilitating staff workgroups, establishing project deliverables and timelines, documenting decisions, and facilitating communication across project stakeholders. 

    ●    Prepares presentation materials for agency leadership and may provide public presentations on project processes and findings. 

    ●    Represents HSH at public meetings; interfaces with staff from other City agencies, service providers, community members, and other stakeholders to provide information, gather input, and develop strategies pertinent to aging and disability housing issues.

    ●    The successful applicant may supervise staff to ensure timely, accurate, clear, and consistent work.

    APPOINTMENT TYPE

    Temporary Exempt, full-time position up to three years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

    1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
    2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
    3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
    4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A; SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. Notes on Qualifying Experience and Education:

    A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

    B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
