    Job Description

    The San Francisco Department of Emergency Management, Division of Emergency Services, is currently hiring a Training, Exercise & Credentialing (TEC) Specialist. Under the direction of the TEC Coordinator, the TEC Specialist is responsible for coordinating training and exercises that benefit the City's emergency management efforts and supporting the development and implementation of a multi-year Integrated Preparedness Plan. These tasks include supporting the cyclical development, maintenance, and revision of emergency and disaster training and exercises from start to finish, including corrective action planning and execution. This position will work collaboratively with staff within and outside of the Department of Emergency Management and therefore requires flexibility, coordination, and the ability to work well with others. Strong communication skills and initiative are requirements for this position.

    Additional functions of the TEC Specialist position include, but are not limited to: 

    • Supporting the development of after-action reports, program summary reports, and other documents that inform the multi-year Integrated Preparedness Plan, especially through corrective actions related to training or exercise.
    • Serving as a point of contact for information regarding emergency management trainings, exercises and the credentialing program.
    • Collecting information for DEM's integrated training calendar for dissemination across digital, social, and traditional platforms.
    • Updating and maintaining documentation related to citywide emergency management training need assessments.
    • Ensuring appropriate training certifications and credentials are recorded for emergency training and exercise completion.
    • Producing materials for exercises and training that include other City departments, non-profits, private sector, and regional partners.
    • Working with emergency plan writing team to enable appropriate training approaches that integrate the full array of emergency management plans.
    • Analyzing data from and proposing improvements based on trainee and exercise participant feedback tools.
    • Updating exercise and training materials based on best practices and relevant changes to policies, protocols, and plans.
    • Attending appropriate exercise planning meetings with other City and/or partner agencies [e.g., Bay Area Urban Areas Security Initiative (UASI) Training and Exercise Workgroup] to inform training and exercise needs.
    • Coordinating vendor training as needed and ensures vendor-training instructors and course curricula pertain to urban/metropolitan risks and hazards.
    • Maintaining training records and reports for auditing purposes.
    • Serving as 24/7 Duty Officer on a rotating basis.
    • Responding to local disasters and emergencies and work in the city’s Emergency Operations Center (EOC) during activations.

    Working Conditions: Work hours are anticipated to be 8 am-5 pm, Monday-Friday, requiring flexibility during emergencies. Position may be required to work during non-business hours, such as nights, holidays, and/or weekends.

    EDUCATION: 1a. Possession of a baccalaureate degree from an accredited college or university AND Two (2) years of experience in an emergency/disaster planning and management or closely related field; OR

    1b. Possession of a baccalaureate degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field AND one (1) year of experience in an emergency/disaster planning and management or closely related field; OR

    1c. Possession of a master’s degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field.

    1. Completion of United States Department of Homeland Security, FEMA, Emergency Management Institute Courses: IS 100.b or ICS 100, and IS 200.b or ICS 200, and IS 700/800; AND

    2. Possession and maintenance of a valid California driver’s license

    EDUCATION SUBSTITUTION: Additional experience in emergency/disaster planning and management, as described above, may  substitute for the required degree on a year- for-year.  Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

    Additional Information

    APPOINTMENT TYPE: This is a Permanent Exempt appointment and is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. The anticipated duration is three (3) years with the possibility of extension.
