    Job Description

    The Enterprise Billing and Metering Manager is a member of the Information Technology Services Leadership Team reporting to the Chief Information Officer (CIO) for the San Francisco Public Utilities Commission (SFPUC).   The Enterprise Billing and Metering Manager is directly responsible for working collaboratively to modernize and maintain the technology and systems that enable the Water, Wastewater & Power Enterprises and the Customer Services Bureau to support 2.7 million customers in over 7 Bay Area Counties. To meet the growing demands of the Water, Wastewater & Power Enterprises, and the Customer Services Bureau, we are looking for someone comfortable with a fast-changing environment to manage our team of engineers and business analysts to support and enhance our portfolio of applications.

    ESSENTIAL DUTIES:

    • Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation
    • Monitors the work of and coaches the subordinates to improve performance
    • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address existing major departmental priorities
    • Partner with vendors and consultants on latest customer engagement technology, and utility billing and metering best practices
    • Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements
    • Responsible for aligning the SFPUC’s Enterprises with modern cloud-based billing and metering technology solutions
    • Communicates regularly with peers in IT on technology strategies including Security, Identity Management, Patch Management, Remote Workforce Management in addressing the cybersecurity needs of the PUC
    • Assesses and responds to the needs of the Customer Services Bureau, the PUC executive leadership and Commission; provides functional consultation and advice to the Water Resources Group, External Affairs, Finance, Retail Services, Energy Data Systems, CleanPowerSF and the Utility Planning Groups
    • Participates in program development with the Water, Wastewater and Power Enterprises by providing detailed justification and collaborative arguments for proposals or initiatives. Implements and closely monitors operating and capital budget expenditures
    • Performs other related duties as required.
  • Qualifications

    Qualifications

    • Bachelor of Science Degree in Computer Science or related field; AND
    • Six (6) years of verifiable and recent experience managing IT staff developing and delivering multi-departmental enterprise applications for a governmental organization, all of which must be supervisory.

    Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

    Desirables:

    • Experience in a utility organization 
    • Recent experience managing and directing diverse technical engineering and service groups
    • Experience in developing growth and business strategies
    • Experience in developing and monitoring operational budget

    COMPENSATION AND BENEFITS: The normal annual salary range is $175,864 - $224,484.  Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

    Minimum Qualification Supplemental Questionnaire (MQSQ) Once the application is closed, qualified candidates will be sent a Minimum Qualification Supplemental Questionnaire (MQSQ) to complete. 

    Supplemental Questionnaire (SQ) Essay Exam (100%) The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of Oracle's Utility Billing application, Customer Enterprise System, Decision Making, Supervision, and Communication Skills.

    Qualified candidates will be sent email notices to complete the MQSQ and SQ exam. Failure to complete these steps by the established deadlines will result in disqualification.

    A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process.  Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.

    SCORE REPORT/ELIGIBLE LIST A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
