    Job Description

    The position reports to the Director of Aviation Management and performs a variety of functions related to the Airport’s property management and business development programs, financial and economic business planning, development and management at the San Francisco International Airport, and supervises professional and support staff.

    The essential functions of this position include:

    • Manages the various activities of airline tenants, aviation support companies, government agencies, and on-and-off airport properties including the following: terminals, land, office buildings, cargo facilities, parking garages, warehouses, hangers and off-airport properties.
    • Performs various tasks related to the management of Airport lands (on and off campus), terminals, buildings and other public service outlets including but not limited to performing the following with respect to airport properties: leasing, maintaining, managing, purchasing, selling, renting, easements of, rights of way of, space planning, space utilization, etc.
    • Researches and analyzes trends in the following industries: commercial aviation, general aviation, aviation support, surrounding commercial real estate and parking.
    • Manages professional service agreements, many in excess of $1 million per year.
    • Business client management to include billing status and facilities inspection.
    • Interagency coordination with other City, State and Federal departments.
    • Performs frequent property inspections and visits with tenants on status of lease hold spaces.
    • Reviews of tenants who have outstanding payments due to the Airport.
    • Reviews of Letter of Credit or Performance bonds relative to tenants’ costs to the Airport.
    • Presents and represents the Director of Aviation Management in various meetings.
    • Manages billing systems for tenants.
    • Produces extensive written communication to internal and external stakeholders.
    • Conducts reviews of architectural space drawings for tenant spaces.
    • As a supervisor in the unit, participates in developing and managing a program for the use and leasing activities of concessions, airlines, and other companies related to Airport properties:
      • Develops, implements and processes proposals of use, bid packages, leases, permits and other documents related to property and concession rental;
      • Negotiates with and often directly manages larger, more complex accounts and/or tenants;
      • Conducts or oversees studies of alternative development projects, new airline services and other issues which arise;   
      • Supervises staff involved in the oversight and management of tenant compliance with contract terms and coordinating tenant maintenance, construction and daily property issues;
      • Coaches, trains and develops subordinate staff.

    NATURE OF WORK Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor; ability to work offsite and inspect tenant premises; ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

    EDUCATION Possession of a Baccalaureate degree from an accredited college or university with major coursework in Economics, Business, Accounting, Airport Management, International Relations, Administration, Public Administration, or a related field. EXPERIENCE Five (5) years of progressively responsible experience in: airport or commercial property management; corporate or higher education campus property management, airport transportation service planning or marketing; airline line station management; airline support service provider management; contracts; budget; or aviation space utilization or expansion. SUBSTITUTION Education Substitution: Additional qualifying experience as described above may substitute for the required education on a year-for-year basis (up to a maximum of 2 years).  Note: One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units. (2000 hours of qualifying work experience is based on a 40 hour work week.). Note: Residential property management experience is not qualifying.  

    DESIRABLE QUALIFICATIONS The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

    • Experience in leasing commercial real estate.
    • Large campus multi property facility management.
    • Six (6) or more years of experience supervising contractors or staff in the functions listed in the minimum qualifications above.
    • Experience in the aviation industry managing airline properties, airport properties, parking operations, airline passenger operations, airline cargo operations, airport operators or airport tenants. 
    • Excellent verbal and written communication skills.

    SUPPLEMENTAL QUESTIONNAIRE EVALUATION (WEIGHT 60%)

    Candidates achieving a passing score on the Supervisory Test Battery will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position 9255 Airport Economic Planner (Aviation & Parking Management). All candidates' responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the response in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their final score.

    A PASSING SCORE ON BOTH THE SUPERVISORY TEST BATTERY AND THE SUPPLEMENTAL QUESTIONNAIRE EVALUATION MUST BE ACHIEVED IN ORDER TO BE PLACED/RANKED ON THE ELIGIBLE LIST.  

    CERTIFICATION RULE The certification rule for the eligible list resulting from this examination will be RULE OF TEN SCORES. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    ELIGIBLE LIST The purpose  of an examination is to provide a list of qualified persons to be considered for employment. Candidates are ranked on an eligible list according to their overall scores in the examination.

    The duration of the eligible list resulting from this examination process will be SIX MONTHS, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
