Job Description
Under general supervision, the Disaster Management Program Coordinator performs journey level disaster and emergency planning work in the areas of homeland security and emergency services Department wide. The Disaster Management Program Coordinator is responsible for planning, coordination, development and promotion of emergency service operations, plans, exercises and processes within a comprehensive emergency management program and responding to local disasters and emergencies. The Disaster Management Program Coordinator will plan for emergencies and respond, under all conditions, appropriately to emergencies and disasters by applying emergency management principles to the specific immediate situation; apply professional knowledge and ability to all situations of coordination, planning, and mitigation of hazards, and communicate risks to specific emergency management situations; interpret emergency management-related laws and their application to program or incident situations; develop and implement new and revised methods and procedures; establish and maintain cooperative working relationships with staff, local, State, and Federal officials, and representatives of other organizations; prepare complete and comprehensive reports and recommendations; communicate and write effectively; reason logically; analyze problems and situations accurately and take effective action.

MINIMUM QUALIFICATIONS
EDUCATION/TRAINING: Possession of a baccalaureate degree from an accredited college or university; AND Completion of United States Department of Homeland Security, FEMA, Emergency Management Institute Courses: IS 100.b or ICS 100, IS 200.b or ICS 200, and IS 700/800. EXPERIENCE: Two (2) years of experience in emergency/disaster planning and management or a closely related field.
SUBSTITUTION: Possession of a baccalaureate degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for one (1) year of the required experience.
Possession of a master’s degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for the two (2) years of required experience.
Additional experience in emergency/disaster planning and management, as described above, may substitute for the required degree on a year- for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.
LICENSE: Possession and maintenance of a valid California driver’s license.
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

EXAM PLAN:
MINIMUM QUALIFICATIONS SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: QUALIFYING): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Supplemental Questionnaire is designed to obtain specific information regarding an applicant's education and experience in relation to the minimum qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.
SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: 100%): Candidates who meet the Minimum Qualifications for this position will be emailed a Supplemental Questionnaire. Qualifying candidates will be required to respond to the essay type questions on the Supplemental Questionnaire in the time frame indicated, and submit their answers as directed. The Supplemental Questionnaire is designed to measure knowledge, skills and/or abilities in job related areas which may include but not be limited to: knowledge of principles, practices, purposes, scopes and techniques of various phases of disaster planning and plan writing; knowledge of statistical and research methods and the sources of information and data related to disaster planning; ability to collect, analyze and interpret data pertaining to emergency planning; ability to speak and write clearly, concisely and effectively to communicate work related information; ability to prepare technical reports, records and other documents related to emergency planning/management; ability to deal tactfully and effectively with government officials, professional and technical persons and employees; ability to use a computer to research, extract and process information and prepare correspondence, written reports, and other documents.
CERTIFICATION RULE: The certification rule for the eligible list resulting from this examination will be RULE OF THREE SCORES PENDING APPROVAL ON EXPANSION OF CERTIFICATION RULE. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
ELIGIBLE LIST/SCORE REPORT A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 MONTHS, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
