    Job Description

    As the Commercial Zero Waste Coordinator, you will be responsible for the implementation, evaluation and enforcement of the City’s Zero Waste policies and programs in the commercial sector. As a team member on the Department of the Environment Commercial Zero Waste team, you will provide expertise and analysis to government and service provider partners on issues that may affect our path to zero waste including, but not limited to, policy development, advocacy, and implementation, equipment and processing technologies, behavior change methods and waste generation reduction strategies. As the Commercial Zero Waste Coordinator, you will have day-today decision-making responsibilities for projects as well as the ability to negotiate within project scopes.

    Serving in a Coordinator-level position (Class 5640), you’ll work under the supervision of a Class 5642 Senior Environmental Specialist responsible for defining project scopes and deliverables. You will also supervise a small team of Assistant Coordinators (Class 5638).

    _ What You’ll Do_ - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

    • Provide research, assist development and comment on proposed legislation to aid progress toward San Francisco’s zero waste goals.
    • Assist in developing, coordinating, implementing, and evaluating zero waste programs to increase waste prevention, reuse, recycling and composting in the commercial sector.
    • Assist in the implementation and business-community compliance with various policies including the Mandatory Recycling and Composting Ordinance, the Refuse Separation Compliance Ordinance, the Single-Use Plastics, Toxics and Litter Reduction Ordinance, the Checkout and Pre-Checkout Bag Ordinance, as well as compliance with California SB 1383 regulations.
    • Supervise one or more staff members who assist on commercial zero waste programs, including but not limited to, developing action plans, meeting regularly to evaluate progress, and ensuring projects stay within scope and on timeline.
    • Coordinate with service providers, businesses, trade associations, and other organizations in implementing outreach and special programs to increase commercial sector material generation reduction and recovery.
    • Conduct site visits, perform, or review refuse audits, analyze refuse generation/recovery service reports and bills, make recommendations, provide technical assistance and training, overcome obstacles to participation and evaluate program effectiveness.
    • Research and evaluate new technologies that improve and expand on source reduction and recovery efforts.
    • Maintain the appropriate databases to track all pertinent information and prepare reports.
    • Assist with refuse rate review and setting process.
    • Assist with managing contracts or grants.
    • Represent the City at public forums, including those at the federal, state, and local level.
    • May include additional duties as assigned.

    Minimum Qualifications
    Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to zero waste (including but not limited to environmental studies, economics, or geography) from an accredited college or university.; AND

    Experience - Two (2) years of professional experience in performing duties similar to those described in this class, within the specialty area of zero waste

    • Experience supervising or leading staff.
    • Experience working with the commercial sector on material reduction and recovery.
    • Experience with project coordination involving a wide range of internal and external stake holders.
    • Fluency in Cantonese, Spanish or other languages commonly spoken in San Francisco besides English.

    Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who respond to the MQSQ will be prompted to complete a Supplemental Questionnaire.     Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
