    Job Description

    POSITION DESCRIPTION:

    The Cloud Center of Excellence (CCoE) Manager for the Department of Technology (DT) is responsible for the business and strategic direction of the technology and resources for DT’s cloud services business. This role is expected to deliver comprehensive IT and cloud services expertise to city departments and collaborate cross organizationally with existing DT business units to deliver excellent service.

    This position works directly and interacts with senior leadership and customers to develop strategic plans, work programs, and service level agreements to build and deliver scalable cloud services and solutions.  Most importantly the CCoE Manager consults, assists and migrates existing city business applications and databases to the city cloud environments and is the primary advocate and leader for city cloud services. The work includes proactive communication, project management, project prioritization, employee management, cost accounting for cloud services, support service for technology requests/troubleshooting, portfolio management, and cloud vendor management/business operations.

    ESSENTIAL DUTIES:

    The CCoE Manager’s essential duties will include but not be limited to:

    Strategy and Management

    • Provide information technology leadership to the executive management team while maintaining a high level of customer service at all levels throughout the department and the city government.
    • Alignment of Information Technology (IT) with the department’s strategic goals and objectives through the development and implementation of a cloud platform strategic plan to accelerate the City’s private/public cloud migration initiatives
    • Identify and prioritize cloud technology investments, advocating for and defining the business case for the resources necessary to deliver service in the most efficient manner
    • Lead and communicate cloud solution architecture and enablement

    IT Performance and Service

    • Architect and maintain the city cloud infrastructure for IaaS, PaaS and SaaS in city AWS, Azure, GCP and Oracle OCI environments
    • Solve hard-core technology problems – availability, scalability, performance in the cloud, and prevent significant business impacting risks
    • Design the cloud migration solution and drive the cloud optimization topics focusing on Security, Cloud TCO, High Availability and Resilience
    • Document and present methodologies and architectural documents to operations, engineering, and executive teams
    • Design, develop, publish and maintain reference architectures for Cloud technologies for the City.
    • Design Cloud applications/database guidelines, standards, best practices and operational readiness model for the various cloud platforms
    • Provide architectures, implementation and support for a complex, geographically distributed cloud environment
    • Service as the department’s technical liaison to software and hardware vendors, consultants, and partners as well as negotiating favorable contracts with IT vendors
    • Implement, migrate workloads and manage the City’s commercial & GCC environments and coordinate and monitor the work of consultants, vendors and contractors.
    • Implement cyber security best practices and products for ensuring security of the environments.
    • In collaboration with the City Office of Cybersecurity, implement redundancy and resiliency for cloud environments and assist with the planning and documentation of DR and COOP plans for the cloud platforms.
    • Deliver cloud services catalog roadmap to best determine processes and procedures to continually analyze and adopt new native cloud services (i.e. cloud native storage, DBaaS, Serverless Compute, etc.)
    • Ensure the City’s production environments meeting DT contractual obligations to clients and meet DT committed SLAs with 24x7 support for mission critical systems
    • Manages internal escalation processes and communication for high priority cloud customers

    Financial Management

    • Represent the department and promote cloud services to inter-agency committees and working groups.  Effectively communicates with business and technical senior management, project teams and stakeholders.
    • Lead technology risk assessment for the Department and coordinates security assessments and audits with Controller’s office and City Cybersecurity Officer.  Actively participates in city unified cyber incident management planning and exercises with DT and DEM.
    • Participate in the development of the department’s annual budget and maintain operating cost within fiscal boundaries to include tracking, optimizing, and enforcing short-term and long-term IT budget.
    • Lead and develop cloud financial models and service billing to create transparent and accurate cost accounting for clients in the multi-tenant cloud environments
    • Define the technical requirements for the procurement of cloud vendor hardware and software systems and applications. Evaluate the total cost of ownership of technical solutions with a focus on cost efficiency and effectiveness.
    • Prepare of Requests for Information (RFIs) and Requests for Proposals (RFPs) for hardware and software systems and applications as well as purchase, deployment, and evaluation of risks and benefits of adopting new technologies and computer systems.

    Supervision

    • Provide oversight and leadership for the Cloud Center of Excellence Team, projects and programs. Responsible for managing and scheduling on-call, patching, and maintenance schedule and ensuring proper coverage for these activities.
    • Supervise, guide, and develop technical staff, including the identification of learning and training opportunities to keep staff updated with current technological skills and trends as cloud technologies and platforms evolve.
    • Lead and coordinate Team’s change control and service desk work for cloud services implementation activities, rollout and support
    • Provide 24-hour on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.

    Perform related duties as assigned.

    JOB TYPE:

    The Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

    NATURE OF WORK:

    Incumbent must be willing to work a 40-hour week as determined by the department. Twenty-four hour on-call support and occasional weekend work is required. 

    WORK LOCATION:

    Incumbent will conduct the majority of work at the Department of Technology, One South Van Ness Avenue, 2nd Floor. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.  This position is not supporting 100% working remotely that employee needs to work two days in the office every two weeks.  Also, employee for this position will need to live in the Bay Area.

    MINIMUM QUALIFICATIONS:

    1. Possession of a bachelor’s degree in computer science, engineering, business administration, or closely related field from an accredited college or university. 
    2. Five (5) years of professional Information Technology experience managing and directing broad-based IT operations and leadership to include high-level financial/budgetary responsibility such as project development, cost estimates, oversight of the IT budget. This experience must include three (3) years supervising Information Technology professionals.

    SUBSTITUTION:

    Additional experience as described above may be substituted for the required degree on a year-for-year basis. One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science, engineering, business administration, or closely related field from an accredited college or university. 

    DESIRED QUALIFICATIONS:

    • Experience and expertise with cloud technologies including for IaaS, PasS and SaaS.
    • Experience building out managed IT cloud services (e.g., Managed Azure Services, Endpoint Detection and Response, Vulnerability Management, Cloud Risk and Compliance, etc.)
    • Experience in designing multi-tenant enabled cloud services
    • Hands on experience with Microsoft Azure, AWS, Oracle OCI, Google GCC, Atlassian Cloud Products, Qualys, VMware
    • Disaster Recovery testing and Incident Response experience
    • NIST Policy and Compliance experience
    • 5+ years of IT service management and cloud service engineering
    • Experience leading a cloud engineering team and delivered successful cloud migrations
    • Strong understanding of the Enterprise services space, particularly data management, data security, governance, and analytics
    • Experience with cloud financial models and service billing to create cost accounting for multi-tenant cloud environments.
    • Technical acumen. Can dissect complicated technical problems, simplify experiences, and innovate on behalf of our customers
    • Solid background in change-management
    • Superior oral communications abilities to present information to stakeholders with varying degrees of technical knowledge.
    • Excellent communication skills; ability to articulate ideas to both technical and non-technical audiences.

    COMPENSATION: $163,800 - $209,118 (ANNUALLY) / $78.7500 - $100.5375 (HOURLY)
