    Job Description

    The SP/CM will ensure HR objectives are met by focusing on employee engagement to safeguard change implementation and adoption. They will plan, organize, and facilitate strategic planning to develop long-range HR proposals and lead several large-scale HR initiatives directly.  They will think strategically at a global level and effectively develop key processes, procedures, and communications that facilitate planning and execution across HR functions. The role will support the CHRO in preparation of all forums by coordinating initiatives and organizing CHRO agenda to ensure readiness across all HR priorities.

    Specifically, under general direction from the DPH CHRO, the HR SP/CM Manager will:

    1. Deliver high quality experiences to employees and applicants to ensure effective implementation and management of change.
    2. Assist in the planning of strategies for the DPH HR department.
    3. Lead and manage projects such as A3 Lean Process Improvement.
    4. Coordinate cross-departmental and cross-functional workflow development and implementation.
    5. Serve as project manager for the design, implementation, migration, and change management of an updated HR data system.
    6. Collect workforce metrics, research, analyze, and publish data.
    7. Manage and synchronize meetings and events for the CHRO.
    8. Act as a designee in meetings on behalf of the CHRO.
    9. Help the CHRO prioritize and manage their time to maximize their effectiveness.
  • Qualifications

    Qualifications

    1. EDUCATION: Possession of a Baccalaureate Degree from an accredited college or university; AND

    2. EXPERIENCE: Three (3) years of verifiable professional experience in project management, program development, human resources management, data analysis, and/or statistics.

    SUBSTITUTION

    A Master’s Degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, or a closely related field may substitute for one (1) year of the experience.

    Additional qualifying work experience may be substituted for up to two years of the required education on a year for year basis (30 semester/45 quarter units equals one year).

    DESIRABLE QUALIFICATIONS

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

    • Experience performing program evaluation and solution implementation in collaboration with stakeholders.
    • Experience leading change management initiatives with all levels of an organization.
