    What You’ll Be Doing

    The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator, experienced project manager, energetic individual who is passionate about solving homelessness for our community. This highly motivated and team-oriented person will lead the Department’s Online Navigation and Entry (ONE) System Project Management team and bring expertise implementing successful IT systems within government for internal and external partners.

    The ONE System is an enterprise SaaS (Software as a Service)-based system that supports HSH and its 60+ community-based organizations to provide a single unified system for the City’s Homelessness Response System. The system is intended to:

    ·        Enforce a common set of Coordinated Entry processes covering: Intake, Appointments, Assessment, Prioritization, Matching, Referral, Placement, and Tracking;

    ·        Provide ongoing tracking and reporting following initial placement into HSH’s programs including Problem Solving, Outreach, Shelter, Housing, and Care Coordination;

    ·        Enable federally required Homeless Management Information System (HMIS) reporting and data analytics for performance measures and operational reporting;

    The ONE System Project governance is comprised of an Executive Steering Committee (ESC); a Functional Steering Committee (FSC) representing directors from each program division, a Community Partner Advisory Committee; and a ONE System Project Management Office (PMO).  

    The ideal candidate will be an excellent communicator with the ability present before the ESC, FSC, CBO partners, COIT and other stakeholders.  At the Functional Steering Committee level, the successful candidate will ensure alignment between the technical and program teams and HSH’s vendor and lead the committee’s work. 

    The candidate will lead our project management/business analysis team to develop and document business requirements and lead the project implementation to full functionality. This team will focus on business analysis of functional requirements, documenting workflows and operations, developing training plans and providing reporting for various stakeholders. The teams will be analyzing all incoming project and change request, working closely with our stakeholders to gather and produce an accurate and complete set of business requirement documents which our vendor will rely on to build new system enhancements. 

    The Functional Manager is expected to work closely with the team to support our Unit Level Inventory project – a project to build housing component within the ONE System.  Several other major enhancement proposals for the ONE System are in the pipeline.  The candidate will serve as an advisor to the ONE System Project Leader to prioritize system enhancements and develop implementation timelines, goals, and milestones while balancing the implementation plan with emerging business requirements.  The successful candidate will be a good listener with the ability to bridge differences between internal stakeholders and with external users without compromising system functionalities. 

    RESPONSIBILITIES:

    •        Oversee ONE System project related to the business requirements and analysis, documenting processes and workflows, identifying policy and implementation decisions for steering committee review and approval.

    •        Acts as lead intermediary to HSH Data and Performance Team to ensure business requirements and system design meet performance and operational reporting needs.

    •        Manage a team of ONE System project managers/business analysts in our end-to-end business requirements gathering effort including the collection of functional and non-functional requirements, and document system design specifications.  Collaborate with our vendor in the development of new system configurations to ensure enhancements were made according to specifications.  Lead the team in system testing, including but not limited to user acceptance testing and regression testing.

    •        Oversee a team of ONE System project managers/business analysts to manage all aspects of the ONE System projects.  This includes the preparation, maintenance, and update of project plan as well as documenting milestones.  Lead the team to identify, prioritize, track, escalate, and facilitate the resolution of project issues and risks.   Ability to prepare risk mitigation, communication, and implementation plans.  Conduct project postmortem.  

    •        Serve as the primary facilitator at the Functional Steering Committee meeting.  Ability to lead the FSC discussion to achieve consensus and policy recommendations that can be escalated to the Executive Steering Committee for approval.

    •        Oversee the creation and execution of implementation plan and collaborate with ONE System Organizational Change Manager on project communications plan.

    •        Be grounded in the context of the HSH vision, strategy, provider operating reality, and HMIS requirements.

    •        Establish and enforce project management and requirements gathering methodologies, approach, templates, and tools.

    •        Organize, schedule, and facilitate standing project team meetings and project status reporting.

    MINIMUM QUALIFICATIONS

    Applicants must meet the following minimum qualification requirements by the final filing date unless otherwise noted.

    Education: Bachelor's Degree

    Experience: Experience: 3 years of professional experience leading complex IT implementations, project management and business analysis, with desirable qualification that 2 of those years include supervisory experience.

    Substitution: May substitute up to 2 years of education with additional years of experience as described above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
