THE OPPORTUNITY The San Francisco Planning Department is recruiting for one (1) Tenderloin Administrative Analyst (#1823) position in our Community Equity Division.
POSITION DESCRIPTION
The Tenderloin Administrative Analyst will lead the operations analysis tasks in the Tenderloin on behalf of the City and County of San Francisco. This position will coordinate efforts for the ongoing work of the Tenderloin Community Action Plan, the next phase of the Tenderloin Emergency Initiative, which was led by the Department of Emergency Management from December 2021 through June 2022. This position is responsible for performing research and detailed analytical work in a variety of functional areas and regarding administrative, management, fiscal and organizational issues, such as, program evaluation and planning, legislative analysis, development and evaluation of management/administrative policies, and grant administration and monitoring, to contribute to sustained improvement in the Tenderloin Neighborhood. This role liaises directly with Tenderloin stakeholder groups and is responsible for ensuring the City’s operations support the recommendations outlined in the Tenderloin Community Action Plan and Phase 3 of the Tenderloin Emergency Initiative. This position will report directly to the Tenderloin Sustained Operations Manager, will coordinate with one Senior Community Development Specialist, one Planner, and one Community Development Assistant.

MINIMUM QUALIFICATIONS
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. Notes on Qualifying Experience and Education: A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

APPOINTMENT TYPE: TEMPORARY EXEMPT (TEX) Temporary Exempt Full Time – Up to 36 months. This position is exempt from Civil Service rules pursuant to San Francisco Charter Section 10.104 and serves at the discretion of the Appointing Officer.
