    Job Description

    We are looking for a Project Analyst with exceptional skills to help us get organized and improve administrative efficiency. In particular, we need someone to help us make sure that we are testing everything that we do with the residents of San Francisco.

    As Project Analyst, you will be responsible for overseeing office-wide processes, such as procurement, invoicing, managing event logistics, maintaining office supply and equipment inventory, and sharing information about administrative processes. We are also looking for someone who will plan team events and foster a positive remote work culture.

    In addition, you will be responsible for coordinating user testing for Digital Services’ product teams: SF.gov, Permitting, and Housing. This entails working with various community organizations and city agencies to recruit user testing participants, scheduling user testing sessions, and ensuring proper knowledge-sharing of user testing findings among product teams. ESSENTIAL FUNCTIONS

    • Lead complex, bureaucratic procurement efforts and renew existing contracts and software licenses
    • Update leadership and team members on upcoming purchases and find ways to increase cost efficiency
    • Manage team logistics (office supplies, equipment and software needs, and inventory management)
    • Improve and document existing processes for user testing, procurement, hiring, reimbursements, etc.
    • Cultivate existing relationships with community organizations and maintain our user testing database
    • Organize and coordinate user research sessions
    • Participate in and observe user testing sessions and contribute to your teammates’ analysis of results of such tests to recommend improvements to the technology that we are building
    • Organize team meetings, quarterly events, and celebrations of special milestones, from coming up with ideas to managing the logistics
    • Act as team cheerleader by welcoming new hires, announcing birthdays, and promoting team members’ successes
    • Assist with recruitments, from job postings to organizing interviews
    • Assist management on an as needed basis

    Qualifications

    1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work,as described in Note A; OR
    2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
    3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
    4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A; SUBSTITUTION:  Applicants may substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. DESIRABLE QUALIFICATIONS:
    • Ability to work with various stakeholders and juggle multiple tasks according to priorities
    • Confidence and persistence in encouraging coworkers to complete operational tasks
    • Desire to promote and foster a strong remote team culture through various in-person and remote team events, activities, etc.
    • Experience working with and managing large offices with 40+ team members
    • A personal interest in public service or civic technology
    • Ability to speak fluent Spanish or Filipino desired, but not required

    NOTES ON QUALIFYING EXPERIENCE AND EDUCATION:

    A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying. B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
