    Job Description

    This recruitment is for multiple positions with the Wastewater Enterprise Division of the SFPUC.

    5602 UTILITY SPECIALIST: ASSET MANAGEMENT AND CAPITAL PLANNING

    The 5602 serves as the Wastewater Enterprise Asset Management and Capital Planning Lead and Liaison to the Infrastructure and Finance Bureaus. The position plays the lead role in setting and integrating Enterprise policy, Levels of Service, delivery and acceptance capacity, affordability and asset management needs to advance capital investments and demonstrated value to the ratepayer of San Francisco. The position leverages intricate relationships between the SFPUC and various stakeholders and sponsors process improvement initiatives using sound, evidence-based research and analysis to advance business and operational solutions that collectively benefit the SFPUC’s triple bottom line.

    ESSENTIAL FUNCTIONS:

    1.    Serves as the Chair of the Asset Management Steering Committee – a governance board of WWE senior leadership – and leads the development and implementation of WWE’s strategic asset management efforts.

    2.    Leads WWE Asset Management Subcommittees and subject matter experts in the development of Tactical Asset Management Plans (TAMPs) including the prioritization and inclusion of capital needs identified in the TAMPs to the 2 and 10-year WWE Capital budget.

    3.    Supports WWE senior leadership in the development of WWE’s long-term capital planning strategy, sets vision and direction with clearly defined outcomes and performance measures.

    4.    Serves as the primary capital planning liaison between the SFPUC’s Wastewater Enterprise and its Finance and Infrastructure bureaus.

    5.    Cultivates and maintains positive working relationships with key stakeholders and PUC management within Wastewater, Infrastructure and Finance as well as from other City agencies, ratepayer advocates and community stakeholders to gain their cooperation and support to further capital program interests and objectives.

    6.    Works closely with the Wastewater Capital Program Director to coordinate the work of consultants, by defining the scope and budget of capital improvement contracts, providing information and direction, reviewing and commenting on their work products, and reviewing and approving billing.

    7.    Supports the development and adoption of formal processes to determine the justification and prioritization of capital projects and guides the reconciliation of competing demands (cost, staff-resource demands, near-term compliance obligations, long-term climate adaptation, etc.) to ensure the defensibility of WWE’s capital expenditures.

    8.    Oversees and conducts technical evaluations of capital projects; evaluating economic, environmental and social returns on investments; development of KPIs and performance reporting processes, incorporates results of analyses into broad communications to provide recommendations to SFPUC senior leadership on projects which provide the greatest ratepayer value and mitigate organizational risk.

    9.    Performs related duties as required.

     

    5602 UTILITY SPECIALIST: RESOURCE RECOVERY

    The 5602 serves as the Wastewater Enterprise Resource Recovery Specialist. The position plays the lead role in managing resource recovery programs across all of WWE including biosolids, biogas, recycled water and nutrient recovery initiatives. The position leverages intricate relationships between WWE Operations, Engineering and Maintenance staff as well as other SFPUC Enterprises and Bureaus and various external stakeholders to advance process improvement initiatives using sound, evidence-based research and analysis.

    ESSENTIAL FUNCTIONS:

    1.    Utilizes strategic critical thinking and program management skills to develop long-term resource recovery and capital planning strategies which include complex feasibility analysis based upon detailed technical and financial data.

    2.    Directs, evaluates, and considers evidence-based research, benchmarks, and metrics to inform resource recovery decisions at the enterprise or PUC level to reduce costs, reduce resource consumption, and reduce carbon emissions.

    3.    Cultivates and maintains positive working relationships with key stakeholders within Wastewater, Infrastructure and Finance as well as other City agencies, ratepayer advocates and community stakeholders to gain their cooperation and support to further resource recovery objectives

    4.    Develops and implements multi-year operating and capital plans to deliver upon resource recovery levels of service and makes recommendations for process improvements focused on advancing sustainability and resource recovery efforts.

    5.    Connects resource recovery efforts to SFPUC’s vision and strategic objectives

    6.    Implements Wastewater Enterprise (WWE) Biosolids Program in accordance with the National Biosolids Partnership’s Biosolids Management System.

    7.    Directs all activities associated with WWE biosolids regulatory compliance, hauling, beneficial use, planning, and community outreach as well as development of future outlets through cross-sector, regional and national partnerships  

    8.    In partnership with academia, functions as project manager for current and future research efforts related to the role of recovered resources in advancing climate change mitigation measures. Assist in efforts to secure grants and partnerships for ongoing academic research.

    9.    Serve as a credible and respected spokesperson for biosolids at public forums within the Bay Area, statewide, and nationally. Responsible for the development of easily understood and transparent information on biosolids product quality, safety and efficacy.

    10.  Partners with other city departments, utility agencies, and stakeholders and acts as a facilitator to generate and implement resource recovery solutions that result in efficient use of water, wastewater, energy, and financial resources and reduce the overall Wastewater Enterprise carbon footprint.

    11.  Performs related duties as required.

    Strategic Asset Management - Ensures effective utilization and long-term sustainability of SFPUC’s assets by proactively monitoring, mitigating, and planning for asset failures. Strategically prioritizes the maintenance of critical assets through condition and risk of failure analyses. Implements and supports a cost-effective, risk-based asset management program to help make informed decisions on the use of all assets and provide the greatest value to the organization

    MINIMUM QUALIFICATIONS

    Education:  Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

    Experience:

    Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

    SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

    DESIRABLE QUALIFICATIONS FOR THE ASSET MANAGEMENT AND CAPITAL PLANNING POSITION:

    ·         Familiarity with and experience in implementing the AWWA/WEF 10 Attributes of Effectively Management Utilities

    ·         Familiarity with ISO 55001 Asset Management Framework 

    NOTES: 

    ·         One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    SELECTION PROCEDURES

    MINIMUM QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: QUALIFYING):

    SUPPLEMENTAL QUESTIONNAIRE (100%)

    Qualified candidates will be required to complete a Supplemental Questionnaire Examination as part of the selection procedures. The Supplemental Questionnaire Examination is designed to measure the knowledge, skills and abilities required for the Utility Specialist position and include, but not limited to:

    ·         Ability to interpret and apply regulations, contracts, and policy directives

    ·         Ability to develop and implement operating, financial, and/or capital plans

    ·         Ability to use independent judgment within established policies

    ·         Ability to establish and maintain effective working relationships with those contacted in the course of the work

    All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process. The information provided on the Supplemental Questionnaire Examination must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire Examination cannot be changed.  Only those applicants who qualify will receive a score on the Supplemental Questionnaire Evaluation.

    ELIGIBLE LIST/SCORE REPORT:

    A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

    The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
