    Job Description

    Under administrative direction, the Human Resources Position Control & Onboarding Manager is responsible for management of the following activities for all non-Transit Operator appointments and separations at SFMTA:

    • Ensuring all appointments are onboarded timely with appointment processing paperwork completed
    • Ensuring timely and accurate position and appointment data in various Human Resources systems
    • Providing vacancy information to SFMTA divisions
    • Tracking staff performance to ensure that all work is processed in a timely manner to avoid hiring delays
    • Monitoring the creation of and updating of personnel files with appointment information and paperwork
    • Tracking employment position leaves
    • Tracking Cat. 16 (short-term, seasonal) exempt appointments and notifying personnel when approaching Charter limits to their appointments
    • Processing separations
    • Reviewing and approving appointment processing requests

    Examples of Important and Essential Duties

    • Manages the onboarding process to fill all non-Transit Operator vacancies following all legal requirements and rules and policies set forth by the San Francisco Civil Service Commission.
    • Manages HR staff in processing of personnel actions in accordance with Civil Service rules and procedures; prepares and processes a variety of forms and documents associated with HR processes, such hiring, appointment processing, onboarding, and separations.
    • Reviews, updates, and approves the processing of status changes, such as new hires, transfers, and separations of personnel.
    • Ensures that all personnel records are completed in a timely manner with appointment or separation paperwork and that all records are properly filed in designated secure locations; ensures that the HR Custodian of Records is aware of where any personnel files being worked on are located.
    • Establishes work schedules and distributes workload among subordinates; develops written training guides on topics such as new/revised document processing procedures and computer program operation and changes.
    • Ensures that stakeholders are made aware of delays in the hiring process.
    • Ensures that individuals with expiring position leaves are giving sufficient notice to make an informed decision on whether to separate from their position or return.
    • Supervises, monitors and evaluates the activities of staff; establishes performance requirements and development targets; ensures that staff provides appropriate steps to improve performance, including coaching or training; and takes disciplinary action in accordance with Agency policies and procedures.
    • Confers with other departmental personnel and representatives of other agencies/organizations in connection with the various laws, codes, rules, and regulations applicable to particular departmental payroll/personnel operations.
    • Performs difficult, responsible and complex clerical tasks, including the recordkeeping of various personnel documents and files.
    • Provides customer service, and handles pressure and crisis situations with individuals, such as employees or members of the general public.
    • Plans, assigns, supervises and inspects the clerical and office work of subordinate employees; reviews such work for completeness and conformance to existing procedures and instructions.
    • Continuously reviews processes to determine if more efficient and effective practices are possible; ensures that directions are provided to staff in an easily understandable way when processes are changed.
    • Prepares or directs the preparation of reports, memoranda, and correspondence including vacancy and filled position reports; makes presentations to internal and external stakeholders.
    • Assists in developing and implementing operational policies to ensure the efficient operation of the Agency.
    • Performs other related duties as assigned.
  • Qualifications

    Qualifications

    1. Possession of a baccalaureate degree from an accredited college or university; AND
    2. Five (5) years of human resources experience in the areas of recruitment, examinations, classification and compensation, employee and/or labor relations, benefits administration or human resources operations.

    Additional qualifying experience as described above may substitute for the required education on a year-for-year basis. One-year (2000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

    Note: One year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

    Desirable Qualifications

    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

    • Experience supervising employees
    • Experience processing and onboarding new hires
    • Experience using HR Information Systems and electronic databases to track complex personnel information
    • Experience updating employee records in systems or databases
    • Experience processing employment leaves or separations
    • Experience scheduling candidates for pre-employment reviews such as background checks, verification checks, medicals or drug testing
    • Experience creating and/or maintaining personnel files
    • Experience responding to complaints, protests or appeals related to personnel matters
    • Experience in troubleshooting issues, communicating strategies with staff and determining best practices to resolve such issues
    • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment
    • Experience ensuring compliance of applicable local, state and federal laws and regulations such as City Charter, Administrative codes, Civil Service Rules, Annual Salary Ordinance and Collective Bargaining Agreements affecting department operations
    • Knowledge of San Francisco’s Sunshine Ordinance Task Force or similar laws and policies that allow the public to request information and increase agency transparency and continue to maintain a high level of confidentiality

    Selection Process

    The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluation qualifications of candidates.
