    Job Description

    Under general direction of the Deputy Director of Finance and Administration, the Contracts and Procurement Manager leads the procurement of goods and professional services for the Port and manages, tracks and reports on contracts under Administrative Code Chapter 21 professional services and Chapter 6 construction contracts for alternative delivery methods.

    For the procurement of professional services contracts, this position manages the development and release of Requests for Proposals (RFPs), consultant/contractor selection, and negotiations to final contract. The position also supports and advises the Real Estate and Development division on development, leasing and selection of RFPs for certain development opportunities. The Contracts and Procurement Manager supervises four positions and regularly reports to senior management and the Port Commission on LBE utilization and other policy matters. The position is also responsible to making recommendations for improving internal contracting processes, flexibility, efficiency, equity and LBE participation.

    The essential duties of this position include the following:

    • Administers procurement function for Port divisions by implementing policies and procedures for contracts and commodity procurements to ensure compliance with applicable laws and regulations.
    • Oversees the evaluation of proposals and bids for contractual services.
    • Directs the review of solicitations and bid evaluations for contracts.
    • Manages the resolution of bid protests and any other disputes related to the contracting process, including negotiating final contracts, overseeing processing of contracts through appropriate City departments, and documenting new contracts in PeopleSoft Procurement.
    • Supports outreach to consultants and contractors to maximize use of Local Business Enterprises (LBEs) in new contracts.
    • Monitors compliance with departmental and citywide goals and requirements for Local Business Enterprise and Local Hire.
    • Represents the section/division and Department on Port and citywide projects and before boards and commissions and related committees.
    • Recommends procedures to improve contract administration and processes for procuring commodities and services for both the Port as well as potential LBE providers of those commodities and services.
    • Ensures appropriate training and communication on changes to codes, policies, and procedures that affect contracting and procurement.
    • Serves as the subject matter expert on information management systems that support contracting and procurement.
    • Resolves complex contracting and procurement issues in collaboration with departmental managers, project managers, architects, engineers, attorneys, and other City agencies.

    Education

    Baccalaureate degree from an accredited college or university.

    Experience

    Five (5) years of recent and verifiable full-time professional level contract administration experience in the areas of contractor solicitation and selection, contract development and production, review and processing of approvals, and contract maintenance.

    License and Certification

    Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

    Substitution

    Education Substitution: Additional work experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

    Experience Substitution : Possession of a Juris Doctorate (J.D.) or Master's degree from an accredited college or university in business administration, management, law, or closely related field may substitute for one (1) year of the required experience as described above.

    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

    • Strong ability to communicate with diplomacy and conduct meetings with various stakeholders, within and outside of the department.

    Additional Information

    Compensation: The normal annual salary range is $131,248 - $167,492. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0923 Contracts and Procurement Manager, Port of San Francisco.

    The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

    Certification Rule:

    The certification rule for the eligible list resulting from this examination will be Rule of the List.
