    Job Description

    The SFPUC Wastewater Enterprise (WWE) Instructional Designer position will serve as a Wastewater Enterprise (WWE) Technical Trainer for all Divisions of WWE. Under direction of the WWE Technical Training Manager and with review by subject matter experts, the Technical Trainer performs all aspects of production to complete professional quality computer-based instruction presentations, field-ready accompaniment, and associated materials for use in training of WWE employees. The WWE Technical Trainer works in coordination with subject matter experts in developing course materials that effectively convey critical knowledge and expertise to diverse audiences; transforms content into engaging, efficient, interactive, and effective material for both online and field delivery methods; evaluates the effectiveness of external training presentations; and performs related duties as required. Tutorial instruction is needed regarding operational procedures within WWE Operations & Maintenance field procedures including both classroom, virtual, and field instruction, and may assist in training other staff trainers. Additionally, coordination and training occur in the field environment of active wastewater collection systems, pump stations, treatment plants and other facilities where observation, interviews, and documentation reviews.

    THIS POSITION WILL SUPPORT THE PROJECT INITIATIVES AND UPKEEP UNDER THE DIRECTION AND SUPERVISION OF WWE’S TECHNICAL TRAINING MANAGER. IT IS ANTICIPATED THAT THIS PROJECT WILL LAST APPROXIMATELY EIGHTEEN (18) MONTHS TO THIRTY-SIX (36) MONTHS.

    DUTIES: •    Works with subject matter experts to identify goals and objectives which can be taught through computer-based and field instructions; based on subject matter experts’ input, determines scope, methodology, range and nature of training programs. •    Plans and produces computer-based and field training programs by developing scripts, storyboards, creating engaging and interactive programs, verifying content with experts, writing assessment questions that measure objectives while applying adult learning principles and instructional design methodology. •    Develops and/or reviews training manuals, Standard Operating Procedures (SOPs), field guides, PowerPoint presentations, or other training aids required for online, self-study, web-based, classroom, and field mediums. Development training materials may include use of 3D design and art (need more training on this, more than willing to though), videos, animation, motion graphics, in-field videography, sound engineering, industrial photography, audio & video editing, and digital imaging processing. •    Independently manages multiple project deliverables. •    Meets with WWE Technical Training manager, WWE Division Managers, and SFPUC Health & Safety to improve presentations and to plan re-training as required.  •    Develops and administers Learning Management Systems (LMS) to centrally automate and administer computer-based training programs in order to document, track and report individual and unit compliance and development. •    Develops content and maintains accurate records of all training materials on WWE training-related SharePoint page(s).

    MINIMUM QUALIFICATIONS

    1.    Possession of a bachelor’s degree required (Instructional Design, Communication Design, Instructional Technology preferred); AND 2.    One (1) year of work experience using multimedia and graphic tools (e.g., Captivate, Articulate) in one or more of the following occupational areas: instructional design, curriculum development, instructional technology, or multimedia technology. Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year. DESIRABLE QUALIFICATIONS: •    Experience with SumTotal and/or Precipio learning management system(s) •    Work experience in the operations and/or maintenance of a wastewater facility  •    At least one (1) year of work experience in providing routine training sessions for diverse staff and monitoring individual and group-level progress •    Knowledge of the latest principles, concepts, and industry regulations related to wastewater systems and collection, treatment, and disposal processes •    Ability to establish and maintain effective working relationships working in a large and complex organizational setting
