    Job Description

    WHAT YOU’LL BE DOING The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator, experienced business analyst, and energetic individual who is passionate about solving homelessness for our community. This highly motivated and team-oriented person will play a key role in the Department’s Online Navigation and Entry (ONE) System Project Management team. Under general direction of the ONE System Functional Manager, the Senior Functional Business Analyst will oversee and provide technical leadership for components of ONE System projects.

    The ONE System is an enterprise Software as a Service (SaaS) system that supports HSH and its 60+ community-based organizations to provide a unified system for the City’s Homelessness Response System. The ONE System operationalizes, streamlines, and tracks workflows related to outreach, assessment, prioritization, referral, and placement for families, youth, and individuals seeking housing, shelter and other vital programs and services. 

    The Senior Functional Business Analyst is expected to support our Unit Level Inventory project – a project to provide a complete an end-to-end solution for the ONE System spanning client enrollment, match making and referral to housing.  Several other enhancement proposals for the ONE System are in the pipeline. 

    The successful candidate will be a good listener with the ability to work collaboratively with internal and external stakeholders and the software vendor; bridge communication gaps between these groups to implement successful projects without compromising system functionality.     Essential duties include, but are not limited to:

    1. Interface with internal and external users and stakeholders to identify system needs and requirements.
    2. Develop and evaluate solutions to meet identified system needs; ensure the solution fits the needs of users and stakeholders and short-term solutions are aligned with long-term strategies.
    3. Analyze proposed system enhancements to help department leadership chose between different options and/or prioritize projects; perform feasibility analyses, fit/gap analyses, and/or level of effort analyses as warranted. 
    4. Review the impact of system modifications on user workflows and/or reporting capabilities. 
    5. Work with cross-functional teams to develop and document system workflow and business process improvements.
    6. Assist business/program users in preparing system change requests; help triage and prioritize requests.
    7. Coordinate implementation of change requests; gather detailed requirements, develop change specifications, and facilitate user acceptance testing, training and go live communications.
    8. Support and provide day-to-day project management of tasks across all stages of larger ONE System enhancement projects:
    • Identify business objectives, critical success factors, high level requirements and key stakeholders.
    • Define project scope with timelines, risks, and key performance indicators.
    • Gather detailed business requirements and obtain signoff from vendor and business/program users and stakeholders.
    • Oversee user acceptance testing.
    • Ensure coordination with training and change management activities.
    1. Organize, schedule, and facilitate meetings and status reporting related to ONE System initiatives.

    DESIRABLE QUALIFICATIONS The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. •    Three (3) years of experience analyzing and documenting functional business processes and defining business requirements with clients and/or end users for large complex systems.   •    Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit). •    Expertise in utilizing appropriate tools for analyzing data, documenting processes and workflows, and performing software testing. •    Excellent communication and problem-solving skills, ability to assess customer requirements and perform various technical and operational analysis to provide recommendation to management. •    Hands-on experience supporting implementation of large complex technology driven projects with multiple stakeholders. •    Experience preparing and maintaining user training materials, conducting online user trainings and oral presentations. •    Ability to establish good working relationships and work collaboratively with team members, other departmental programs/teams, end users and vendors.  •    Ability to prioritize competing requests for service and work on short deadlines. •    Strong oral and written communication ability; adept at communicating with all levels of technical and non-technical staff. •    Familiarity with Homeless Management Information Systems and homelessness response system programs.

    APPOINTMENT TYPE Temporary Exempt, full-time position up to three years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

    MINIMUM QUALIFICATIONS 

    Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

    Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management. Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
